This Report opened by reaffirming the enduring relevance of human development in the 21st century. We have assembled a range of evidence and examined current thinking to inform and help chart the way ahead. This evidence has shown that people’s lives can be improved through means already at the disposal of most countries, though progress is not guaranteed. Pathways to advancing human development are varied and specific to a country’s historical, political and institutional conditions.
