General and complete disarmament has long been considered by the United Nations as one of its main goals. In its resolution 1378 (XIV), unanimously adopted on 20 November 1959, the General Assembly considered the question to be the most important facing the world, called upon Governments to make every effort to achieve a constructive solution and expressed the hope that measures leading towards the goal of general and complete disarmament under effective international control would be worked out and agreed upon in the shortest possible time.
