When the Eighteen-Nation Committee on Disarmament, the precursor of the Conference of the Committee on Disarmament, reconvened for its 1969 session on 18 March, much discussion was devoted to the over-all framework of plans for general and complete disarmament. Within that context, Romania suggested that consideration be given-to the proclamation of a “United Nations Disarmament Decade, 1970-1980”.
