Since the 1950s, the cessation of nuclear-weapon tests has been a prime objective of the United Nations. It has been a separate item on the agenda of the General Assembly every year since 1957. The General Assembly has adopted scores of resolutions calling for an end to nuclear-weapon testing—far more than on other disarmament issues. In addition, the question has been dealt with in several other multilateral disarmament bodies and was the object of bilateral (the former USSR and the United States) and trilateral (the USSR, the United Kingdom and the United States) negotiations at various times up until 1980.
