Colombia, plagued by hostilities at home and problems abroad, recorded a poor performance in 1996, with barely 2.2% growth. Armed conflict in the country escalated to a peak of intensity not seen for a decade, a situation worsened by labour unrest and unexpected economic policy measures. In March 1996, and again one year later, the White House refused to certify Colombian efforts to combat drug-trafficking, thus heightening uncertainty and eroding economic performance.
