A team under the overall guidance of Patrick Asea (Director, Economic and Social Policy Division) prepared this report. The team was led by Befekadu Degefe (until August 2001) and Shamika Sirimanne (current team leader). The core team comprised Alem Abraha, Bethelhem Belayneh, Kwabia Boateng, Derrese Degefa, Geoffrey Mwau, Oliver Paddison, Alemayehu Seyoum, and Shewaye Woldeyes of the Economic and Social Policy Division. Others in the division who contributed to the report included Adrian Gauci, Hilary Nwokeabia, Patrick Osakwe, and Jean Thisen. Peter da Costa, Ron Kempe Hope, Max Jarrett, and Elene MaKonnen of the Cabinet Office of the Executive Secretary worked closely with the team at various stages in the process. The work was carried out under the general direction and supervision of the Executive Secretary, K.Y. Amoako.
