International trade, trade policy and development, subjects of interest to both developing and developed countries, will probably dominate international economic negotiations to an unprecedented extent in the years to come. This heightened concern is the result of several changes that began in the early 1970s and have come to maturity in the mid-1980s. The most daunting problem brought about by these changes is the slowdown in the rate of growth of total exports of goods and services, from 9 per cent per annum in the years 1963-1973 to 2.5 per cent per annum in the years 1973-1983; indeed, the volume of world exports fell by 3 per cent in 1982.
