The economic performance of subsanaran Africa (SSA) over the past two decades has been very poor compared to that of other regions. While many developing countries in other regions have managed to restore growth of per capita income after sharp declines in the 1980s, most SSA countries have been unable even to halt the decline, notwithstanding the intense policy efforts and market-oriented reforms which many of them have undertaken in the past years.
