The improved United Nations financial situation of 1999 was not sustained in 2000, which saw a return to lower cash balances, higher unpaid assessments and increased debt owed to Member States contributing troops for peacekeeping operations. Unpaid assessments at the end of 2000 stood at $2.2 billion, compared to $1.8 billion at the end of 1999, despite the increase in the number of Member States paying their regular budget assessments in full and on time, which rose to 137 in 2000.
