Among other things, a holistic and methodical approach is needed to efficiently address the implementation of Security Council resolution 1540 by creating a comprehensive system of legislative, administrative, technical and enforcement measures. There is a need to intensify dialogue and information exchange on best practices between regions, subregions and regional organizations. These seminars are important in increasing understanding and awareness of implementation for national and regional security.
