Towards a common migration policy for the European Union

Asylum and migration have been on the agenda of the European Union (EU), and before that of the European Community, since the 1980s. With the signing of the Single European Act in 1986, there was recognition of the need to develop new forms of intergovernmental cooperation in order to manage the frontier-free area which was to be established. A first concrete step was the signature in 1990 of the Dublin Convention, designed to determine the Member State responsible for examining an asylum application lodged in one of them.
