In its simplest form, public policy has been defined as “anything a government chooses to do or not to do”. Policymaking involves action through the setting of rules, laws, procedures, programmes, guidelines and other forms of regulation. But how do States decide on what should be regulated, and what should go into those regulations? Questions of policy settings transcend political systems, although policymaking processes vary across different types of systems. The “raw ingredients” of policymaking include evidence (statistics and other data, research and evaluation) as well as funding, public sector capability and political dynamics. In migration policymaking, all ingredients are important; however, in recent years, we have seen the emphasis on political dynamics grow, sometimes regardless of, or in contrast to, the existing evidence base.
