Manual for the Production of Statistics on the Digital Economy – 2020 Revised Edition
The United Nations Conference on Trade and Development (UNCTAD) is a founding member of the Partnership on Measuring ICT for Development, which is an international, multi-stakeholder initiative to improve the availability and quality of ICT data and indicators. One of its key achievements is the development of a core list of ICT indicators for the production of internationally comparable statistics. This list was first endorsed by the United Nations Statistical Commission at its 38th session in March 2007 and has since been updated regularly. The Commission encouraged countries to use that list in their data collection programmes; a first version of the Manual for the Production of Statistics on the Information Economy was published at the end of 2007. An updated version was published in 2009. The current edition, entitled Manual for the Production of Statistics on the Digital Economy, was prepared to reflect the many changes that have taken place in the past decade in terms of access and use of ICTs. Compared to earlier versions, it expands the coverage of the measurement of e-commerce, trade in ICT services and trade in ICT-enabled (or digitally delivered) services. It contains more model questionnaires and reflects the most recent revisions of the Partnership’s list of core ICT indicators. The Manual is intended to guide statisticians from developing countries through all the steps involved in the production and dissemination of statistics related to e-commerce and the digital economy.

Guidance on the Use of Longitudinal Data for Migration Statistics
As international migration grows, it is becoming increasingly important for the public and policymakers to understand migratory flows and the impact of migration on individuals, families, societies and economies. A longitudinal approach is particularly useful for such understanding, collecting information from the same individuals or households over time to reveal the geographic and socio-economic outcomes of the migration experience. To that end, this publication provides an overview of longitudinal data sources for migration statistics and their dissemination, alongside guidance on how to develop the relevant data set for these statistics using integrated data. Though this approach is complex and challenging, the Guidance also illustrates how apparent limitations can be addressed.

Strengthening Data Governance for Effective Use of Open Data and Big Data Analytics for Combating COVID-19
Governments are highly dependent on all data including official statistics, administrative data, open data and big data analytics for decision-making and actions to address the COVID-19 (coronavirus) pandemic. These data allow governments to set priorities and adjust their decisions quickly and effectively in response to rapidly evolving COVID-19 situations. Open data and big data analytics, particularly through Artificial Intelligence (AI) platforms and data visualization tools, are empowering governments to predict virus mutations, track virus spread in real-time, and identify medications for treating COVID-19. Governments are using big data analytics to get prepared, react effectively, and develop both short-term and long-term strategies. Yet, increasing public concerns about data privacy and security put in jeopardy public trust in data collection, use and dissemination by government, business and relevant non-government institutions. To ensure effective use of open data and big data analytics for combatting COVID-19, it is necessary to strengthen data governance with regard to data collection, data partnership, data analysis, data dissemination, and protection of data privacy and data security.

Making Trade Agreements Work For Gender Equality - Data and Statistics
What is the impact of trade on gender equality, and how can trade policy influence that impact? These questions are difficult to answer without reliable and comprehensive statistics. In December 2017, the Buenos Aires Declaration on Trade and Women's Economic Empowerment1 called for an inventory of data sources, collection of gender-disaggregated data and the analysis of gender-focused statistics related to trade. This policy brief provides some tools for taking stock of available data to assess the gender impacts of trade agreements. In 2018, UNCTAD developed a statistical conceptual framework to bring together key elements for understanding the impact of trade on gender equality. This brief applies that framework by exploring data availability and gaps. The work builds on the expertise of the UNCTAD Statistics and Trade, Gender and Development programme working to improve women's economic empowerment through the development of gender-responsive trade policy.

Recommendations for Promoting, Measuring and Communicating the Value of Official Statistics
Author: United NationsThese are the Recommendations developed by a Task Force under the Conference of European Statisticians on what is the value of official statistics, and how to measure, promote and communicate this value. The issue of valuing the impact of official statistics is closely linked to the Fundamental Principles of Official Statistics that provide unique criteria to ensure the production of objective and reliable information for everyone. Regardless the central role of official statistics in informing decision makers and society at large, stakeholders sometimes fail to see the value of official statistics.
