Empirical data on the annual flows of international migrants to and from countries are generally only available for a limited number of countries (United Nations, 2015). Global estimates of net migration flows7 suggest that the volume of movements across international borders has increased manifold over the past decades (United Nations, 2019c). As the number of people moving across international borders continues to rise, the need for coherent, evidence-based policies to manage the volume, direction and composition of migration flows is greater than ever.
