This publication on “Energy Security Cooperation” responds to the request of the Committee on Sustainable Energy, made at its sixteenth annual session in 2007, to carry out an appraisal of the potential role that international cooperation can play in meeting the energy security goals of UNECE countries. The publication also responds to another Committee decision, taken at the eighteenth annual session in 2009, requesting that the assessment be published.



The role of governments and energy enterprises

The role of energy companies, whether they are privately owned or publically owned, is to produce, transform, transport, market and deliver energy and energy services to final consumers. The role of governments is to implement the necessary legal, regulatory, fiscal and policy frameworks to enable these processes to take place in the most efficient, reliable, secure and environmentally sustainable way possible and for the energy to be delivered to consumers at affordable prices.
