Preface

The issue of energy security has been a preoccupation of governments, particularly governments of energy importing countries, since at least the 1973 world oil crisis. While concerns over energy security have grown and waned over time, reflecting developments in the world oil market, the issue has never been entirely off the policy agenda of governments.
