The question of general and complete disarmament

The goal of general and complete disarmament under effective international control has been explicitly proclaimed by the United Nations since 1959 as the ultimate aim of disarmament efforts. However, in a more general sense it has been implicitly understood as the Organization’s final objective in disarmament since its inception, in 1945.
