The experience and lessons of past development lar focus on economic growth does not bring about the desired societal transformation. There is a wide recognition in contemporary development literature that conscious policy actions for the provision of social services such as education, health, housing, water supply and sanitation to the citizenry as a whole are needed both to ensure the equitable distribution of the fruits of economic growth and as a prerequisite for sustained economic growth.
