Political and security questions

Among the collateral measures of disarmament and arms control discussed in 1971, two questions received particular attention both in the Conference of the Committee on Disarmament and in the General Assembly. These questions were the banning of underground nuclear weapon tests and the prohibition and destruction of chemical and bacteriological (biological) weapons. There was also considerable discussion during the year of the methods and procedures to be followed in future disarmament negotiations, including a proposal for a world disarmament conference.
