The Food and Agriculture Organization of the United Nations (FAO) continued to work towards the achievement of sustainable global food security by raising nutrition levels and living standards, improving agricultural productivity and advancing the condition of rural populations. It expanded the operational reach of its Special Programme for Food Security (SPFS) and established a secretariat for the inter-agency initiative Food Insecurity and Vulnerability Information and Mapping Systems. It brought early warning of potential food shortages to the world’s attention through conferences, meetings and information campaigns and, in 1999, began publication of a new series of reports, The State of Food Insecurity in the World.
