Employment and labour markets in the Dominican Republic
This article reviews the literature on employment wages and the labour markets in the Dominican Republic. Although this will primarily be of interest to economists it may also be useful to social scientists in general and to those responsible for formulating policies affecting the functioning of the labour market at both the national and the Latin American regional level. The study begins by presenting the main sources of statistical information on labour after which it focuses on studies on the overall functioning of the Dominican labour market. It then goes on to deal with studies exploring specific labour markets such as those for microentrepreneurs and women and the literature on wages. This review reveals that there are few studies carried out with scientific precision and aimed at economic aspects proper: most of the studies are of a descriptive sociological or multidisciplinary nature. The article concludes with some proposals for possible lines of future research in this field especially the analysis of the existing labour statistics and the establishment of a suitable system for their collection and dissemination.
Empleo y mercados de trabajo en la República Dominicana: Una revisión de la literatura
El presente artículo pasa revista a la literatura sobre el empleo los salarios y los mercados de trabajo en la República Dominicana. Aunque la investigación interesará primordialmente a los economistas puede ser útil también para los cientistas sociales en general y para quienes formulan políticas relativas al funcionamiento del mercado del trabajo tanto en el plano nacional como en la región latinoamericana. El estudio se inicia con la presentación de las principales fuentes de información estadística relacionadas con el trabajo; se centra después en las investigaciones sobre el funcionamiento global del mercado laboral dominicano. A continuación examina los trabajos que han explorado mercados laborales específicos como el de las microempresas y el de las mujeres y luego analiza la bibliografía sobre salarios. A partir de esa revisión se advierte que son pocos los estudios hechos con rigor científico y orientación económica: predomina el análisis económico descriptivo sociológico o multidisciplinario. El artículo concluye con el planteamiento de posibles líneas de investigación futura en esta materia principalmente el análisis de las estadísticas laborales existentes y la estructuración de un sistema apropiado para su recopilación y divulgación.
La migración y sus efectos en la composición etaria y por sexo de la población de la altagracia en la república dominicana
La migración interna sumada a la inmigración internacional y motivada por diferencias en los niveles de desarrollo de los espacios geográficos que componen la República Dominicana influyó en la composición demográfica de la provincia de La Altagracia en los períodos migratorios 1997-2002 y 2005-2010. Los movimientos de personas hacia dicha provincia fueron consecuencia del desarrollo de la actividad turística que repercutió en las diferentes esferas socioeconómicas. Esta investigación se hace con el objetivo de analizar en qué medida la migración interna modificó la composición demográfica de dicha provincia mediante el estudio de la estructura etaria junto a la aplicación del modelo de Rogers y Castro para modelar las tasas de emigración así como el cálculo de los saldos migratorios y las tasas de migración neta. Los resultados indican que la inmigración recibida por La Altagracia tuvo un efecto rejuvenecedor en la composición por edad y aumentó la presencia masculina.
República Dominicana – examen de las políticas de ciencia, tecnología e innovación
El objetivo de los exámenes de políticas de ciencia tecnología e innovación elaborados por la Conferencia de Naciones Unidas para el Comercio y el Desarrollo (UNCTAD) es contribuir al desarrollo de las capacidades nacionales en este ámbito a fin de que los planes y programas nacionales de ciencia tecnología e innovación (CTI) apoyen eficazmente la puesta en práctica de estrategias de desarrollo inclusivo y sostenible mediante la promoción del crecimiento y la diversificación productiva y la competitividad así como el abordaje de los problemas sociales y medioambientales prioritarios. De esta forma las actuaciones en CTI promoverán una estrategia que contribuya no sólo al crecimiento económico y diversificación productiva sino que también al desarrollo sostenible e inclusivo. En lo que respecta a Repùblica Dominicana este examen muestra que tiene un sistema de ciencia tecnología e innovación (CTI) incipiente. No hay datos sobre muchas variables importantes para medir el desempeño del país pero todo indica que la inversión en investigación y desarrollo la producción científica y la innovación empresarial están consistentemente por debajo de la de otros países de su entorno y su mismo nivel de desarrollo. Desde el año 2011 en el que UNCTAD hizo un examen similar el principal progreso ha venido de la mano del Fondo Nacional de Innovación y Desarrollo Científico y Tecnológico (FONDOCYT) gestionado por el Ministerio de Educación Superior Ciencia y Tecnología (MESCYT). FONDOCYT ha asignado a lo largo de los últimos diez años 2.755 millones de pesos (54 millones de dólares) para 400 proyectos ejecutados en universidades y centros de investigación. Junto con la Carrera Nacional de Investigadores el FONDOCYT ha podido generar cierta capacidad investigadora especialmente en ciencias básicas y de la salud y ha propiciado el inicio de un cambio de visión en las universidades que hasta hace muy poco daban la espalda a la investigación. Entre 2008 y 2018 estuvo en vigor el Plan Estratégico de Ciencia Tecnología e Innovación (PECYT+I) que incluía metas muy ambiciosas. En la práctica excepto en la actividad de FONDOCYT ya mencionada el plan se quedó prácticamente sin ejecutar ante la falta de un sistema con instituciones bien articuladas y de un compromiso de recursos significativo. Las limitaciones en las capacidades en CTI ya se habían detectado en el anterior Examen de Políticas de CTI que se realizó durante el año 2011 (UNCTAD 2012). Este examen permite la revisión al informe del 2011 y la identificación de nuevas oportunidades para mejorar el sistema de Ciencia y Tecnología para Republica Dominicana.
