Évaluation de l'état de préparation au commerce électronique - Côte d'Ivoire
L’évaluation de l’état de préparation de la Côte d’Ivoire au commerce électronique est la vingt-sixième évaluation de ce type menée par la CNUCED et la septième au sein de l’Union économique et monétaire ouest-africaine après le Sénégal le Togo le Burkina Faso le Mali le Bénin et le Niger. De ces évaluations découlent des recommandations permettant d’avancer tant au niveau national que régional et de contribuer ainsi à l’élaboration d’un plan régional en soutien à la Déclaration ministérielle en date du 29 septembre 2017 dans laquelle les Ministres en charge du Commerce des États membres de l’UEMOA ont reconnu « (…) l’importance stratégique du commerce électronique et du commerce des services dans l’économie de l’Union et [ont recommandé] la mise en oeuvre d’un plan de travail au niveau régional. » Suite à cette déclaration La Commission de l’UEMOA et la CNUCED en collaboration avec les partenaires de eTrade for all ont organisé à Ouagadougou en octobre 2018 un atelier régional sur le commerce électronique afin d’identifier les axes prioritaires du plan de travail et de promouvoir les actions nécessaires pour son développement.

Examen de la politique d'investissement - Côte d'Ivoire
L'Examen de la politique d'investissement de la Côte d'Ivoire analyse le cadre règlementaire legal et institutionnel pour l'investissement dans le pays. Sur la base de cet analyse des recommandations sont faites pour attire plus d'investissement vers le pays en faire bénéficier tout le territoire et augmenter la valeur ajoutée des activités économiques du pays.
Cadre juridique des investissements
Depuis 2012 la Côte d’Ivoire a adopté une série de mesures pour améliorer son environnement des affaires et introduire des mécanismes de modernisation et de simplification dans le but d’attirer de nouveaux investissements notamment étrangers. Initialement guidées par l’urgence et une amélioration du classement du pays dans des indicateurs internationaux ces réformes se sont concentrées sur Abidjan. Le pays doit maintenant envisager des réformes structurelles plus profondes. L’effet de celles-ci ne sera certes pas immédiat mais devrait produire des bénéfices durables permettant au pays de maximiser l’impact positif des investissements et d’atteindre ses objectifs de développement nationaux y compris les ODD. Dans cette perspective plusieurs obstacles affectant l’environnement des affaires notamment l’accès au foncier la fiscalité la propriété intellectuelle et la gouvernance doivent être surmontés. Le Gouvernement est conscient de cet impératif et l’EPI s’inscrit dans cette démarche. Les recommandations contenues dans ce chapitre sont basées sur le Cadre de politique d’investissement pour un développement durable (CPIDD) et visent à doter la Côte d’Ivoire d’outils juridiques et institutionnels performants en vue d’une politique des investissements moderne et dynamique (CNUCED 2015).
IED, compétitivité et développement des régions
Les IED en Côte d’Ivoire sont présents dans plusieurs secteurs. Ils traduisent le potentiel économique du pays pour la production et l’exportation d’une gamme variée de produits ainsi que son attrait aux yeux d’investisseurs étrangers de nombreux pays. Ils restent cependant faibles en termes absolus et relatifs et sont fortement concentrés dans la région d’Abidjan. Tous les acteurs des secteurs public et privé conviennent que le pays devrait davantage bénéficier des IED pour atteindre les objectifs de développement que le Gouvernement a fixés y compris les ODD. L’approche proposée dans ce chapitre vise à attirer plus d’investissement étranger d’en promouvoir une répartition géographique plus diversifiée sur tout le territoire ivoirien et d’augmenter la valeur ajoutée des biens et services produits dans le pays. Tout en intégrant les recommandations du chapitre I pour l’amélioration du climat des affaires celles de ce chapitre cernent des mesures supplémentaires à prendre pour atteindre ces objectifs. Elles reposent sur une analyse des activités des entreprises multinationales (EMN) présentes en Côte d’Ivoire notamment par une enquête effectuée auprès de ces entreprises et de leur contribution au développement de l’économie locale. Tout en favorisant une approche coordonnée et inclusive aux niveaux stratégique et opérationnel les recommandations mettent l’accent sur la nécessité de renforcer les efforts de facilitation d’accompagnement et de suivi des investissements dans l’ensemble du pays.

Contexte
L’économie de la Côte d’Ivoire est sur une trajectoire de croissance soutenue et affiche de solides perspectives à moyen terme. Depuis 2012 le pays a enregistré un taux de croissance annuel moyen du produit intérieur brut (PIB) de 8 % et le Ministère de l’économie et des finances (MEF) prévoit un taux de 75 % pour 2019. Cette reprise est la conséquence de la stabilité rétablie après une longue période de crises politiques qui s’est achevée en 2011. Le Gouvernement a depuis adopté des mesures pour relancer l’économie et regagner la confiance de la communauté internationale. En raison de ces efforts et d’une politique budgétaire accommodante la consommation locale et les exportations ont rebondi1. La communauté internationale s’est également impliquée dans la relance de l’économie du pays avec entre autres mesures un allègement de la dette extérieure en 20122. Ce retour de la confiance s’est aussi reflété dans les marchés de capitaux avec notamment quatre émissions obligataires d’Eurobonds réussies3. Enfin la répartition entre les secteurs public et privé du taux d’investissement dans l’économie a fortement évolué depuis 2012. Le secteur privé a ainsi davantage pris le relais et a vu sa contribution passer de 6 % à 16 % du PIB en 2019 tandis que celle du secteur public est restée stable - autour de 6% (entretiens de la CNUCED).

La Conférence des Nations Unies sur le commerce et le développement (CNUCED) sert de point de convergence au Secrétariat de l’Organisation des Nations Unies dans le cadre de son mandat sur le commerce et le développement pour ce qui concerne toutes les questions relatives à l’investissement étranger direct (IED). La CNUCED mène ses travaux dans le cadre de délibérations intergouvernementales d’analyses et de recherches sur les politiques d’activités d’assistance technique de séminaires d’ateliers et de conférences.
