National implementation and reporting by all States are key to effectively reach the goals of resolution 1540. In its future work the Committee will expand and intensify regional and subregional activities in an effort to provide guidance to States so that they may implement all obligations under the resolution. To that end, States making offers of assistance and States seeking assistance with their national reports should take a proactive approach on a bilateral basis, including making use of offers by international organizations in order to contribute to capacity-building. The keynote speech addresses this aspect of the resolution.
