National Human Development Report 2018 - Timor-Leste
Lenguaje: InglésFecha de la publicación: abril 2018Más MenosWorld leaders are increasingly acknowledging that Gross Domestic Product (GDP) alone cannot provide a full picture of a country’s progress. Enhancing human development and wellbeing requires people accessing the opportunities and means to live healthy, happy and satisfactory lives. The highly innovative 4th National Human Development Report for Timor-Leste puts the well-being of young people, three quarters of the country’s population, at the center of the development agenda. By measuring the subjective well-being of youth aged 15 to 34 across eight aspects of life based on a nation-wide survey, this report provides an excellent opportunity for decision makers to implement targeted policies and strategic investments based on an in-depth understanding of youth’s aspirations, attitudes and behaviors.

United Nations Demographic Yearbook 1967
Fecha de la publicación: diciembre 1968Más MenosThe 1967 Demographic Yearbook is the nineteenth in the series of compendia of demographic statistics issued by the Statistical Office of the United Nations since 1948. The special topic of this issue, like that of the eighteenth (1966) issue, is mortality statistics. This departure from the usual plan of publication, whereby a different field of demographic statistics receives intensive treatment each year, was occasioned by the amount of mortality data currently available which is too large to be encompassed in one issue of the Demographic Yearbook. The 1967 issue emphasizes urban/rural differentials and seasonal mortality whereas the 1966 issue featured extended time trends of total deaths, infant deaths, late foetal deaths and perinatal deaths.

Natural Resource Management in the Context of Climate Change
Lenguaje: InglésFecha de la publicación: julio 2020Más MenosThe management of natural resources is directly associated with climate change. On the one hand, most of the greenhouse gases released in the atmosphere originate from the production, transformation and use of natural resources such as coal, natural gas and oil. On the other hand, climate change affects natural resources such as forests and agricultural produce. These interactions illustrate the two-way relationship between climate change and the commodities sector. This paper analyses the ways in which the management of natural resources may impact climate change, and how climate change impacts the adaptation strategies of countries, industries and farmers that extract or produce primary commodities. Resource management is analysed from the perspective of a capital conversion-based model of development. One important conclusion of the paper is that integrating climate change concerns into resource management implies that some natural resources will need to be stranded in order to meet mitigation commitments compatible with the goal of limiting global warming to well below 2 degrees Celsius and pursuing efforts to limit the increase in the average value of global temperature to 1.5 degrees Celsius above pre-industrial levels.

Negotiating Liberalization of Trade in Services for Development
Lenguaje: InglésFecha de la publicación: julio 2020Más MenosServices trade policies, in any country, determine the direction of policy reforms and the role which services trade should play in the broader context of growth and development strategies. Regulators, taking guidance from these policies, introduce the regulatory measures that serve the objectives of such policies. National policies and regulations then inform the positions taken by services trade negotiators to achieve outcomes that are supportive of national policy objectives and national development. In fulfilling their responsibilities, policy makers, regulators and negotiators need to be mindful of the multilateral trade rules governing international trade in services and related negotiations. The complexity of the subject matter has often been cited as a challenge. The purpose of this publication is to assist trade policy makers, regulators and trade negotiatorsin considering their decisions regarding trade in services and services development in the overall national development context. It could also be useful for other stakeholders involved or interested in services negotiations and policymaking, including the private sector, researchers and non-governmental organizations. The publication seeks to do so by providing a balanced, objective and sound analysis of the technical and policy issues about the rules and negotiations on trade in services and explore possible ways to address the above-mentioned challenge, especially under the General Agreement on Trade in Services (GATS) of the World Trade Organization (WTO). A brief analysis is also conducted regarding services negotiations in the regional integration context.

Neostructuralism and Heterodox Thinking in Latin America and the Caribbean in the Early Twenty-First Century
Lenguaje: InglésFecha de la publicación: agosto 2016Más MenosNeostructuralism delves more deeply into the issues addressed in structuralism, aiming to improve positioning in the international economy, boost productive employment creation, reduce structural heterogeneity and improve income distribution, while maintaining financial balances capable of sustaining changes in the sphere of production by means of social and State support. Far from being an insular system of thinking, neostructuralism is an open system that lends itself to dialogue with other philosophies that recognize the limitations of the dominant paradigm and object to its methodological monism. This book offers a fresh look at neostructuralism and heterodox thinking at the start of the twenty-first century. In a context shaped by the impacts of the worst economic and financial crisis since the Great Depression and by paradigmatic changes at the global level, it aims to carve out arenas for discussion between alternative lines of thinking in order to lay the foundations for a socioeconomically inclusive and environmentally sustainable model of development for the region.

Norms of Protection
Autor: United NationsLenguaje: InglésFecha de la publicación: enero 2013Más MenosA series of humanitarian tragedies in the 1990s (Somalia, Rwanda, Srebrenica, Kosovo) demonstrated the failure of the international community to protect civilians in the context of complex emergencies. These brought to life two norms of protection – Responsibility to Protect (R2P) and Protection of Civilians (POC) – both deeply rooted in the empathy that human beings have for the suffering of innocent people. Both norms raise concerns of misinterpretation and misuse. They are developing – sometimes in parallel, sometimes diverging and sometimes converging – with varying degrees of institutionalization and acceptance. This book engages in a profound comparative analysis of the norms and aims to serve policy-makers at various levels; practitioners with protective roles; academics and researchers; civil society and R2P and POC advocates.
