Natural Resource Management in the Context of Climate Change
Language: EnglishPublication Date: July 2020More LessThe management of natural resources is directly associated with climate change. On the one hand, most of the greenhouse gases released in the atmosphere originate from the production, transformation and use of natural resources such as coal, natural gas and oil. On the other hand, climate change affects natural resources such as forests and agricultural produce. These interactions illustrate the two-way relationship between climate change and the commodities sector. This paper analyses the ways in which the management of natural resources may impact climate change, and how climate change impacts the adaptation strategies of countries, industries and farmers that extract or produce primary commodities. Resource management is analysed from the perspective of a capital conversion-based model of development. One important conclusion of the paper is that integrating climate change concerns into resource management implies that some natural resources will need to be stranded in order to meet mitigation commitments compatible with the goal of limiting global warming to well below 2 degrees Celsius and pursuing efforts to limit the increase in the average value of global temperature to 1.5 degrees Celsius above pre-industrial levels.

Negotiating Liberalization of Trade in Services for Development
Language: EnglishPublication Date: July 2020More LessServices trade policies, in any country, determine the direction of policy reforms and the role which services trade should play in the broader context of growth and development strategies. Regulators, taking guidance from these policies, introduce the regulatory measures that serve the objectives of such policies. National policies and regulations then inform the positions taken by services trade negotiators to achieve outcomes that are supportive of national policy objectives and national development. In fulfilling their responsibilities, policy makers, regulators and negotiators need to be mindful of the multilateral trade rules governing international trade in services and related negotiations. The complexity of the subject matter has often been cited as a challenge. The purpose of this publication is to assist trade policy makers, regulators and trade negotiatorsin considering their decisions regarding trade in services and services development in the overall national development context. It could also be useful for other stakeholders involved or interested in services negotiations and policymaking, including the private sector, researchers and non-governmental organizations. The publication seeks to do so by providing a balanced, objective and sound analysis of the technical and policy issues about the rules and negotiations on trade in services and explore possible ways to address the above-mentioned challenge, especially under the General Agreement on Trade in Services (GATS) of the World Trade Organization (WTO). A brief analysis is also conducted regarding services negotiations in the regional integration context.

Neostructuralism and Heterodox Thinking in Latin America and the Caribbean in the Early Twenty-First Century
Language: EnglishPublication Date: August 2016More LessNeostructuralism delves more deeply into the issues addressed in structuralism, aiming to improve positioning in the international economy, boost productive employment creation, reduce structural heterogeneity and improve income distribution, while maintaining financial balances capable of sustaining changes in the sphere of production by means of social and State support. Far from being an insular system of thinking, neostructuralism is an open system that lends itself to dialogue with other philosophies that recognize the limitations of the dominant paradigm and object to its methodological monism. This book offers a fresh look at neostructuralism and heterodox thinking at the start of the twenty-first century. In a context shaped by the impacts of the worst economic and financial crisis since the Great Depression and by paradigmatic changes at the global level, it aims to carve out arenas for discussion between alternative lines of thinking in order to lay the foundations for a socioeconomically inclusive and environmentally sustainable model of development for the region.

No One Left Behind
Author: United NationsLanguage: EnglishPublication Date: February 2013More LessThis publication presents good practices and lessons learned from throughout the pan-European region on the policies and measures to be enacted to provide equitable access to water and sanitation. It distinguishes three key dimensions of equitable access: geographical disparities; specific barriers faced by vulnerable and marginalized groups; and affordability concerns. A range of available policy options to fight inequities in each of those key dimensions are presented. The examples contained in this publication should support and encourage policy and decision makers at the national and local levels, as well as private and public operators, non-governmental organizations, international donors and other concerned actors to review and, where appropriate, replicate or adapt existing approaches and put in place new or additional measures, to ensure equitable access to water and sanitation.

Norms of Protection
Author: United NationsLanguage: EnglishPublication Date: January 2013More LessA series of humanitarian tragedies in the 1990s (Somalia, Rwanda, Srebrenica, Kosovo) demonstrated the failure of the international community to protect civilians in the context of complex emergencies. These brought to life two norms of protection – Responsibility to Protect (R2P) and Protection of Civilians (POC) – both deeply rooted in the empathy that human beings have for the suffering of innocent people. Both norms raise concerns of misinterpretation and misuse. They are developing – sometimes in parallel, sometimes diverging and sometimes converging – with varying degrees of institutionalization and acceptance. This book engages in a profound comparative analysis of the norms and aims to serve policy-makers at various levels; practitioners with protective roles; academics and researchers; civil society and R2P and POC advocates.
