Cambodia and the emerging trade challenges – the erosion and loss of preferential market access and rules of origin and the quest for alternatives
Tariff preferences have played an important role in determining the growth of Cambodia’s exports during the last decade and even more pronouncedly in recent years. Cambodian exports enjoy duty-free market access under a variety of duty-free quotafree programmes that have been developed and that some developing countries have put in place for LDCs. In addition, Cambodia is also expected to enjoy duty-free access within ASEAN and benefit from the free trade agreements concluded with ASEAN dialogue partners. There is a series of findings34 indicating that these regional preferences have not been fully utilized due to inherent complexities that are far from being addressed even under the AEC initiative and ATIGA.

Situé en Asie du sud-est, riche de son patrimoine culturel et avec une population de plus de 14 millions d’habitants, le Cambodge enregistre une croissance économique vigoureuse. Il s’agit d’un pays émergent résilient doté d’un secteur des vêtements solide et d’une industrie du tourisme en pleine expansion qui sont les principaux moteurs de sa croissance. Avec une croissance de 12,1% entre 2004 et 2006, le secteur des services se développe rapidement, est représentait 43% du PIB en 2007.

Este país está demostrando una gran capacidad de recuperación gracias a su próspero sector del vestido y su creciente industria turística; los principales motores de este crecimiento que en el bienio 2004–2006 alcanzó una tasa del 12,1%. También el sector de los servicios avanza a pasos agigantados y, en 2007, representó el 43% del PIB.

Cambodia, Laos and Viet-Nam
Recovery in Cambolia, Laos and Viet-Nam has been hampered by the civil war which has been waged over the last seven years. Most of the available resources have been drained away in military expenditure, leaving little for national reconstruction. Price rises due to inflationary conditions have been accelerated by the devaluation of the piastre from 17 to 10 francs, and communications are not reliable enough to permit regular and efficient inland distribution of food supplies and consumer goods to areas of scarcity. Improvements in agricultural and industrial activities are however visible in areas of continued security and plans have been drawn up for further development with internal and external assistance.
