Le boom qu’a connu le secteur du textile mauricien au milieu des années 80 a jeté les bases du développement économique du pays. Au milieu des années 90 ce secteur atteignait toutefois un plafond, principalement parce que le plein emploi avait été atteint. Les stratégies adoptées par le gouvernement pour assurer la pérennité du secteur en amenant des “travailleurs immigrés temporaires, en délocalisant des opérations (en d’autres termes en déplaçant les opérations à forte intensité de main-d’oeuvre offshore vers des pays tels que le Lesotho, Madagascar et le Mozambique), et en se tournant vers le secteur à plus forte valeur ajoutée de l’habillement, qui exigeait également une plus grande sophistication en matière de conception et d’emballage.
