Desde hace más de 20 años y de conformidad con el mandato que se le encomendó en virtud de la Convención de las Naciones Unidas contra el Tráfico Ilícito de Estupefacientes y Sustancias Sicotrópicas de 1988, así como las distintas resoluciones aprobadas por el Consejo de Seguridad, el Consejo Económico y Social y la Comisión de Estupefacientes, la Junta Internacional de Fiscalización de Estupefacientes (JIFE) ha vigilado y promovido medidas de fiscalización nacional e internacional de los precursores y sustancias químicas utilizados en la fabricación ilícita de drogas. También ha llevado a cabo las numerosas tareas que le ha confiado la comunidad internacional, entre ellas la de administrar el sistema de fiscalización internacional de precursores y presentar informes acerca de su aplicación, vigilar el movimiento lícito de las sustancias químicas incluidas en los cuadros; y vigilar y analizar las actividades de tráfico ilícito e informar al respecto.
Precursors and Chemicals Frequently Used in the Illicit Manufacture of Narcotic Drugs and Psychotropic Substances 2021
This report summarizes the actions taken by Governments and by the International Narcotics Control Board (INCB) on precursors to prevent chemical diversion and to implement the provisions of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988. The Report contains an account of the activities carried out during the reporting period; provides an overview of the major trends and developments in licit trade and trafficking in and illicit use of individual chemicals; contains a summary of seizures, cases of suspicious and stopped shipments, and diversions or attempted diversions; and details activities associated with illicit drug manufacture.

Lorsqu’un pays sort de la catégorie des pays les moins avancés (PMA), c’est-à-dire lorsqu’il « est reclassé », il cesse de bénéficier des mesures de soutien international réservées aux PMA (dans certains cas, ces mesures sont disponibles pendant une certaine période après le reclassement, dénommée période de transition sans heurt). La présente note d’orientation présente une vue d’ensemble des effets attendus du retrait des mesures de soutien international spécifiques aux PMA au Cambodge, aux Comores, à Djibouti, au Sénégal et en Zambie. Ces pays ont atteint les seuils de reclassement du Comité des politiques de développement (CPD) pour la première fois en 2021 et, conformément aux procédures établies, ils seront à nouveau évalués en 2024, date à laquelle leur reclassement pourrait être recommandé.
Naciones Unidas modelo de convenio sobre doble imposición entre países desarrollados y países en desarrollo 2021
Esta publicación está dirigida a la comunidad internacional, especialmente a los países en desarrollo y a los países con economías en transición. Los tratados de doble imposición tienen como objetivo prevenir la doble imposición total y fomentar la actividad económica transfronteriza y la transferencia de tecnología. El Convenio Fiscal Modelo de las Naciones Unidas consta de artículos sobre el alcance del tratado y las definiciones que se utilizarán. Para diferentes tipos de ingresos y capital, asigna derechos impositivos antes de establecer cómo se eliminará la doble imposición cuando los derechos impositivos son compartidos. Su objetivo es prevenir determinadas formas de discriminación fiscal; prever el intercambio de información tributaria y asistencia en la recaudación de impuestos entre los socios del tratado; permitir que los socios del tratado resuelvan disputas o aborden dudas sobre el tratado, y abordar ciertos tipos de abuso del tratado.

The Statistical Yearbook is an annual compilation of a wide range of international economic, social and environmental statistics on over 200 countries and areas, compiled from sources including UN agencies and other international, national and specialized organizations. The 2023 edition contains data available to the Statistics Division as of 31 July 2023 and presents them in 33 tables on topics such as: communication; crime; development assistance; education; energy; environment; finance; gender; international merchandise trade; international tourism; labour force; national accounts; population and migration; price and production indices; and science and technology. Growing Challenges for Sustainable Development
Can the UNECE Region Turn the Tide in 2023?
This publication assesses progress of UNECE countries towards achieving the Sustainable Development Goals, relying on the data available in the United Nations global SDG indicators database. Stories on specific topics provide a closer look at how various regional and country level actions relate to sustainable development outcomes. The assessment covers every goal and target for which there are data and for which it is possible to set a target value. The assessment looks at the trends at the regional level only. The 2030 Agenda for Sustainable Development recognizes the pivotal role of the regional dimension in its implementation, follow-up and review. Actions at the regional level bridge the global and national levels, and provide the necessary focus for international exchanges of experience and peer learning.

Authored by an independent group of scientists appointed by the United Nations Secretary-General, the Global Sustainable Development Report 2023 presents a science-based call for transformations to achieve the 2030 Agenda. The authors analyze the phases of transformation, including emergence, acceleration and stabilization, and offer recommendations on how to achieve these phases in a range of sectors. The authors also present recommendations on making science itself more fit for purpose to achieve sustainable development.

World Social Report 2025
A New Policy Consensus to Accelerate Social Progress
The world has seen extraordinary social and economic progress over the past three decades. Unprecedented gains in reducing extreme poverty, and improvements in material well-being have demonstrated the transformative potential of collective action. Despite these gains, societies across the world face deep challenges. Inequalities remain stubbornly high and economic insecurity is on the rise. Many people struggle to earn adequate incomes in precarious jobs and countless families remain one misfortune away from falling into poverty. Frustration with the status quo is fueling distrust and straining the very foundations of global solidarity. The evidence presented in the World Social Report 2025 underscores the need for urgent action: the risks of allowing the vicious cycle of economic insecurity, inequality and declining trust to persist are too high. A new policy consensus based on three guiding principles — equity, economic security for all, and solidarity — is needed to tackle today’s social challenges at their roots and accelerate progress towards the Sustainable Development Goals. The rationale and objectives of such consensus are set out in the Copenhagen Declaration and Programme of Action and in the 2030 Agenda for Sustainable Development. Renewed momentum is now needed to translate this collective vision of sustainable development into action.

Investing in Child Protection and Wellbeing: A Key Accelerator of the SDGs
The close interconnection between the 2030 Sustainable Development Agenda and children’s well-being needs to be made explicit. This year’s advocacy brief shares reflections focusing on the cross-sectoral approaches taken by Member States, highlighting how investment in a holistic approach to the implementation of the Sustainable Development Goals (SDGs) contributes to the prevention and response to violence against children and how addressing violence against children supports progress towards these goals.

Progress on the Sustainable Development Goals: The Gender Snapshot 2024 is the latest edition in an annual series produced by UN-Women and the United Nations Department of Economic and Social Affairs. Covering all 17 Goals, the report highlights new data and evidence on gender equality trends and gaps. It finds that the world is still falling short on its commitments to women and girls. There are some points of light. They include declining poverty, narrowing of gender gaps in education and a push for positive legal reforms. Yet just six years before the 2030 deadline for the Goals, not a single indicator under the gender equality Goal has been fully achieved. Ending extreme poverty among women could take 137 more years at the current rate of change. No country has all relevant laws to prohibit discrimination, prevent gender-based violence, uphold equal rights in marriage and divorce, guarantee equal pay, and provide full access to sexual and reproductive health. Gender parity in parliaments may not be reached before 2063. The report stresses the high cost of not investing in women’s rights, and calls attention to proven solutions that benefit women, girls and entire societies. It champions radical action to shift the current trajectory and dramatically accelerate progress on gender equality and women’s rights.
Governing AI for Humanity
The multi-stakeholder High-level Advisory Body on Artificial Intelligence, initially proposed in 2020 as part of the United Nations Secretary-General’s Roadmap for Digital Cooperation (A/74/821), was formed in October 2023 to undertake analysis and advance recommendations for the international governance of artificial intelligence. Artificial intelligence (AI) is transforming our world. This suite of technologies offers tremendous potential for good, from opening new areas of scientific inquiry and optimizing energy grids, to improving public health and agriculture and promoting broader progress on the Sustainable Development Goals (SDGs). Left ungoverned, however, AI’s opportunities may not manifest or be distributed equitably. Widening digital divides could limit the benefits of AI to a handful of States, companies and individuals. Missed uses – failing to take advantage of and share AI-related benefits because of lack of trust or missing enablers such as capacity gaps and ineffective governance – could limit the opportunity envelope. Accountability requires implementation so that commitments to global AI governance translate to tangible outcomes in practice, including on capacity development and support to small and medium enterprises, so that opportunities are shared. Much of this will take place at the national and regional levels, but more is also needed globally to address risks and harness benefits.

Les avantages que ce dispositif technologique peut procurer sont colossaux, qu’il s’agisse d’ouvrir de nouveaux domaines de recherche scientifique, d’optimiser l’utilisation des réseaux énergétiques, d’améliorer la santé publique et l’agriculture, ou encore de promouvoir plus largement la réalisation des objectifs de développement durable. Toutefois, en l’absence de gouvernance, les possibilités offertes par l’IA risquent de ne pas se concrétiser ou de ne pas être réparties équitablement. Si la fracture numérique continue de se creuser, seule une poignée d’États, d’entreprises et de personnes pourraient bénéficier de ces avantages. Les utilisations manquées, c’est-à-dire le fait de ne pas exploiter ou diffuser les avantages liés à l’IA en raison d’un manque de confiance ou de l’absence de catalyseurs tels que le manque de capacités et une gouvernance inefficace, pourraient limiter le champ des possibilités. La responsabilisation exige de mettre en œuvre les engagements pris en matière de gouvernance mondiale de l’IA afin de produire des résultats concrets, notamment en ce qui concerne le développement des capacités et le soutien aux petites et moyennes entreprises, de sorte que chacun puisse tirer parti des possibilités qui s’offrent à lui. Une grande partie se déroulera aux niveaux national et régional, mais des efforts supplémentaires devront également être déployés à l’échelle mondiale pour faire face aux risques et exploiter les résultats.
