Best Practice Guidance for Effective Methane Drainage and Use in Coal Mines (Second Edition)
Today coal supplies around 30 per cent of global primary energy and 40 per cent of global electricity. Coal extraction has become increasingly challenging as shallow reserves are exhausted and deeper seams, with significant content of methane, are mined. Societies are demanding and expecting safer mine working conditions, and greater environmental stewardship from the coal industry. The global coal industry, national governments, trade unions, and worker safety advocates are concerned that the frequency and severity of methane explosions, especially in emerging economies, are unacceptably high. Coal mine methane (CMM) only becomes flammable and creates an explosion hazard when allowed to mix with air. Methane-rich gases, generally containing 80 per cent to 95 per cent methane at underground mining depths, occur naturally in coal seams and are released as CMM when coal seams are disturbed by mining activities. Methane is an explosive gas in the range of 5 per cent to 15 per cent methane in air. The application of best practices for methane drainage and use is critical to reduce methane-related accidents and explosions that all too often accompany coal mining, while also contributing to environmental protection through reduction of greenhouse gas (GHG) emissions. Good mining practices need to be transferred to all countries to ensure that risks are managed professionally and effectively. No mine, even in the most developed countries, is free from safety risks. Regardless of location or mining conditions, it is possible to significantly reduce the risk of methane related incidents and explosions. Good safety practice in coal mines is to reduce explosion risk by preventing the occurrence of explosive mixtures and, where practical, by monitoring and rapidly diluting explosive mixtures to safe concentrations.
Energy Statistics Pocketbook 2018
This publication presents a compilation of energy statistics designed to highlight the availability of data on various aspects of energy production, transformation and use and its linkages to other key statistics, covering the whole world in the period 1990-2015. Food Systems and Natural Resources
For thousands of years, nature has gracefully provided the necessary inputs to feed us, and we have in many occasions taken these precious gifts for granted. This report, “Food Systems and Natural Resources” is an effort to account for these inputs, looking at how we are using and managing them, the consequences of that management and the options to improve the efficiency with which they are managed.
International Trade in Resources
A Biophysical Assessment
Tasked with building and sharing knowledge on how to improve management of the world’s resources, UNEP’s International Resource Panel (IRP) turns its attention to the world trading system and its implications for global resource efficiency. In this report entitled “International Trade in Resources: A biophysical assessment”, the IRP examines how efficient the current system of world trade is in distributing resources from the geographical locations of supply to the locations of demand. By examining trade from a biophysical (versus an economic) viewpoint, the authors of the report seek to assess whether or not trade allows commodities to be obtained from countries where their production requires fewer resources and generates a smaller amount of wastes and emissions.

Создание климатической устойчивости для продовольственной безопасности и питания
New evidence in SOFI 2018 confirms a rise in world hunger: the number of people who suffer from hunger has been growing over the past three years, returning to levels from almost a decade ago. Multiple forms of malnutrition are evident in many countries: adult obesity is growing even as forms of undernutrition persist. The report says that climate variability and extremes are key drivers behind this rise, together with conflict and economic downturns, and are threatening to erode and reverse gains made in ending hunger and malnutrition. SOFI 2018 reveals new challenges on the road to Zero Hunger, while setting out urgent actions needed to achieve the goal by 2030.

The Technical Abstract of the First Global Integrated Marine Assessment on “The Ocean and the United Nations Sustainable Development Goals under the 2030 Agenda for Sustainable Development” is based upon the First Global Integrated Marine Assessment – World Ocean Assessment I – released in January 2016, and, in particular, upon the Summary of that Assessment, which was approved by the United Nations General Assembly in December 2015. It has been prepared in accordance with the programme of work for the period 2017-2020 for the second cycle of the Regular Process which was adopted by the Ad Hoc Working Group of the Whole on the Regular Process in August 2016 and endorsed by the General Assembly in December 2016. This provides for, inter alia, support for other ongoing ocean-related intergovernmental processes, including the preparation of Technical Abstracts specifically tailored to meet the needs of, among other intergovernmental processes, the 2030 Agenda for Sustainable Development. In this regard, the Technical Abstract provides a synthesis of the information in World Ocean Assessment I and does not introduce any new material or interpretation of the information presented in World Ocean Assessment I.
The Potential of Natural Gas to Penetrate New Markets
The topics addressed in this paper focuses on geographical prospects for gas by UNECE sub-region and then by exploring the new applications for gas within the region as a whole. The versatility of gas means it can be used for heat, for power, for combined heat and power (CHP), for petrochemicals and fertilisers, and in internal combustion engines. Natural gas can also be used as a source of hydrogen, and with biogas can contribute to decarbonization. Flexibility means there are considerable opportunities for expanded use of liquefied natural gas and compressed natural gas in land transport and for LNG at sea. New geographical markets are also available for natural gas in Southeastern Europe, and, especially, in parts of Russia and Central Asia. Prospects for new geographical markets and for new applications have to be considered against a background of increasing urgency about the need to tackle the climate emergency. Modelling carried out for the UNECE indicates that If the UNECE region is to meet the Paris target of limiting the increase in global temperature to no more than two degrees, then its 56 member States will have to invest an extra $180 bn a year for the next 30 years over and above what they might otherwise be expected to invest in energy. Yet the potential costs of failing to address the climate emergency are of a comparable magnitude. Striking the right balance will not be easy.

The Manual of Tests and Criteria contains criteria, test methods and procedures to be used for classification of dangerous goods according to the provisions of Parts 2 and 3 of the United Nations Recommendations on the Transport of Dangerous Goods, Model Regulations, as well as of chemicals presenting physical hazards according to the Globally Harmonized System of Classification and Labelling of Chemicals (GHS). As a consequence, it supplements also national or international regulations which are derived from the United Nations Recommendations on the Transport of Dangerous Goods or the GHS. At its ninth session (7 December 2018), the Committee adopted a set of amendments to the sixth revised edition of the Manual as amended by Amendment 1. This seventh revised edition takes account of these amendments. In addition, noting that the work to facilitate the use of the Manual in the context of the GHS had been completed, the Committee considered that the reference to the “Recommendations on the Transport of Dangerous Goods” in the title of the Manual was no longer appropriate, and decided that from now on, the Manual should be entitled “Manual of Tests and Criteria".

Рекомендация No. 43 - устойчивые закупки
Минимальные общие критерии устойчивости процессов закупок для отбора поставщиков из числа микро-, малых и средних предприятий
Procurement usually prioritizes cost aspects; however, it is becoming increasingly important to consider an appropriate balance between financial, environmental and social considerations. This recommendation proposes an approach to both sustainable public-sector procurement as well as sustainable private-sector procurement. It provides key references in this area and offers a sample code of conduct in annex. The purpose of this document is to identify a minimal, common set of policies, standards and good practices that will allow buying corporations to comply with sustainability principles without burdening their MSME suppliers with additional administrative tasks that would go against the good principles of trade facilitation. From a methodological point of view, the concept of sustainability is conceived here according to an integrated perspective—encompassing environmental, social and economic impacts in order to avoid the limiting processes of “Greening the Economy”.

Policy Coherence of the Sustainable Development Goals
A Natural Resource Perspective
This report examines the resource interlinkages and potential trade-offs in the Sustainable Development Goals (SDGs). It shows how and why the SDGs need to be pursued together, as a whole, if sustainable development is to be achieved. It also identifies the kinds of resource-related factors that decision-makers will need to take into account in formulating policies and actions for implementing the SDGs, that will need to bring about fundamental shifts in current production systems and consumption patterns.
