The State of Food and Agriculture 1954
Review and Outlook
The present report reviews the more recent developments in the world food and agricultural situation and also the immediate outlook. In 1953/54 world production continued to expand. Surpluses, especially of wheat, became more burdensome in some areas, and in these areas farm prices and farm incomes tended to decline. In other parts of the world, however, supplies Were not excessive and efforts to expand production were continued and in some cases intensified. The outlook- for 1954/55 suggests no essential change in this situation, which is summarized in Chapter I of the report and reviewed more fully on a world basis in Chapter II.

Unlike its predecessors, this issue does not deal mainly with the current situation and short-term outlook, but instead reviews the progress and experiences of the whole decade. The treatment of this theme has been analytic rather than purely descriptive. An attempt has been made to bring out the underlying causes of the main postwar developments, and to make some appraisal of the results achieved.

From Conflict and Crisis to Renewal - Generations of Change
In 2000, the United Nations Security Council passed Resolution 1325, recognizing the vulnerability of women and girls to violence during and after armed conflict, and the absence (or low level) of women’s representation in efforts to prevent war, build peace and restore devastated societies. This Report highlights how women in conflict and post-conflict situations — as well as in emergencies or protracted crises — are faring a decade later. It is constructed around interviews and reporting in Bosnia and Herzegovina, Haiti, Jordan, Liberia, the Palestinian territory of the West Bank, Timor-Leste and Uganda, which are rebuilding with limited resources. Some have experienced profound social changes as a result of war and displacement.

Les enfants souffrent plus et subissent des conséquences plus durables dans les pays où la récession a été la plus marquée. Dans chaque pays, la gravité de la récession, les conditions économiques antérieures, la solidité des dispositifs de protection sociale, et surtout les mesures prises par le gouvernement ont déterminé l’ampleur et la nature des effets de la crise sur les enfants. Étonnamment, malgré cette crise sociale sans précédent, de nombreux pays ont réussi à limiter, voire à réduire, la pauvreté des enfants. Il existait donc des moyens d’éviter que les enfants soient les victimes les plus durables de la récession.

Harnessing Agricultural Trade for Sustainable Development: Malawi
Groundnuts, Sunflower and Soybeans
This study is part of a series of UNCTAD publications that focus on upgrading and diversifying specific agricultural sectors of rural economies in developing countries with a view to raising living standards among of smallholder farmers in a context of sustainable development, female empowerment and food security. Malawi is a Least Developed Country (LDC) where 70 per cent of its population live below the international poverty line of US$1.90 per day. Tobacco has traditionally been its principal export earner, with maize as a subsistence crop. A decline in tobacco exports due to health concerns has made it imperative to identify other promising agricultural sectors as a means of increasing foreign exchange earnings to support development. In this context, the government has highlighted sunflower, groundnut and soybean as priority sectors. The three crops offer a range of practical advantages: in crop cultivation through intercropping which adds to soil fertility; in value addition, offering a potential to tap into markets of edible oils and livestock feed; and, in diversifying away from traditional crops such as tobacco and maize, it allows the country to reduce its exposure to market shocks and climate change. This study analyses the three sectors in terms of opportunities derived from exports of primary and processed products, within a context of regional integration and LDC preferential access to developed country markets. It provides detailed information on the current and evolving trading regime between Malawi and its close regional partners, with a focus on both formal and informal trade, given that the latter accounts for a significant proportion of the country’s overall trade and notably involves female traders.

But these goals can be thoroughly achieved if public policies support family farms to become more productive and sustainable. This edition of the The State of Food and Agriculture analyses family farms and the role of innovation in ensuring global food security, poverty reduction and environmental sustainability. It argues that family farms must be supported to innovate in ways that promote sustainable intensification of production and improvements in rural livelihoods. Innovation is a process through which farmers improve their production and farm management practices.

Human Development Indices and Indicators: 2018 Statistical Update is being released to ensure consistency in reporting on key human development indices and statistics. It provides a brief overview of the state of human development—snapshots of current conditions as well as long-term trends in human development indicators. It includes a full statistical annex of human development composite indices and indicators across their various dimensions. This update includes the 2017 values and ranking for the HDI and other composite indices as well as current statistics in key areas of human development for use by policymakers, researchers and others in their analytical, planning and policy work. In addition to the standard HDR tables, statistical dashboards are included to draw attention to the relationship between human well-being and five topics: quality of human development, life-course gender gaps, women’s empowerment, environmental sustainability and socioeconomic sustainability. Accompanying the statistical annex is an overview of trends in human development, highlighting the considerable progress, but also the persistent deprivations and disparities.

De nouveaux éléments publiés dans le SOFI 2018 confirment une augmentation de la faim dans le monde : le nombre de personnes souffrant de la faim a augmenté au cours des trois dernières années, revenant aux niveaux d'il y a près de dix ans. De nombreuses formes de malnutrition sont évidentes dans de nombreux pays : l'obésité chez les adultes augmente alors même que des formes de dénutrition persistent. Les rapports soulignent que la variabilité du climat et les conditions climatiques extrêmes sont les principaux facteurs de cette hausse, de même que les conflits et les ralentissements économiques. Ceux-ci menacent d'éroder et d'inverser les progrès réalisés dans la lutte contre la faim et la malnutrition. Le SOFI 2018 dresse la liste des nouveaux défis à relever sur la route de la Faim Zéro, tout en définissant des actions urgentes et nécessaires à mener pour atteindre l'objectif d'ici à 2030.

The Employment Imperative
The 2007 issue of the Report on the World Social Situation focuses on the key role of productive employment and decent work in reducing poverty and promoting social development. It surveys the global trends in employment and work, as well as the socio-economic context within which the world of work has evolved in the last two decades. It recommends that policies and strategies to promote full employment and decent work take into account demographic and social changes. The Report emphasizes that political reforms and legal provisions are necessary to prevent discrimination in the workplace and in society in order to promote productive employment. The Report points to the need to ensure universality of some form of social protection coverage in view of the fact that more and more workers are in employment situations that are casual, informal and out of standard collective contracts, by choice or by necessity.

The Global Social Crisis
This report explores the social impact of the great recession and warns of the possibility of continuing global social crisis in the face of increasing fiscal consolidation and austerity measures, which threaten the sustainability of a recovery. The effects of the financial and economic crisis on social progress have been sharp, widespread, and deep. Given the fragility of the economic recovery and uneven progress in major economies, social conditions are expected to recover slowly. Increased poverty, hunger and unemployment due to the crisis will continue to affect billions of people in many developed and developing countries for years to come. Austerity measures in response to high government debt in some advanced economies are not only threatening public sector employment and social expenditure, but are also making the recovery more uncertain and fragile.

While indigenous peoples make up around 370 million of the world’s population – some 5 per cent – they constitute around one-third of the world’s 900 million extremely poor rural people. Every day, indigenous communities all over the world face issues of violence and brutality. Indigenous peoples are stewards of some of the most biologically diverse areas of the globe, and their biological and cultural wealth has allowed indigenous peoples to gather a wealth of traditional knowledge which is of immense value to all humankind. The publication discusses many of the issues addressed by the Declaration on the Rights of Indigenous Peoples and is a cooperative effort of independent experts working with the Secretariat of the Permanent Forum on Indigenous Issues. It covers poverty and well-being, culture, environment, contemporary education, health, human rights, and includes a chapter on emerging issues.
Global Assessment Report on Disaster Risk Reduction 2019
The Global Assessment Report on Disaster Risk Reduction (GAR) is the flagship report of the United Nations on worldwide efforts to reduce disaster risk. The GAR is published biennially by the UN Office for Disaster Risk Reduction (UNDRR), and is the product of the contributions of nations, public and private risk-related science and research, amongst others. The GAR contributes to achieving the Sendai Framework for Disaster Risk Reduction and the 2030 Agenda for Sustainable Development through monitoring risk patterns and trends, as well as progress in disaster risk reduction, while providing strategic policy guidance to countries and the international community. The GAR aims to focus international attention on the issue of risk and encourage political and economic support for risk reduction.
Forest Ecosystems in the Transition to a Green Economy and the Role of REDD+ in the United Republic of Tanzania
The aim of this report is to assess how deforestation affects the economy of the United Republic of Tanzania, both by looking at the limited ecosystem goods and services currently reflected in GDP and by looking at the effects on the economy if the full suite of forest ecosystem services are taken into account. The findings show that investment in the forestry sector has a disproportionately positive impact on the incomes of rural households in comparison to stimulating output from other sectors, meaning that investment in forestry could contribute to alleviating poverty. Taking these findings together, this report presents a solid case for Tanzania to integrate REDD+ policies into key economic sectors such as energy, agriculture, livestock, industries, transport and water to address the drivers of deforestation and forest degradation while identifying how the implementation of REDD+ can be part of Tanzania’s broader economic and development strategy, as the country plans to move towards REDD+ results-based actions that could lead to results-based payments and then towards Green Economy pathways to sustainable development and poverty eradication in Tanzania.
Policy Framework for Sustainable Real Estate Markets
The UNECE Real Estate Market Advisory Group (REM) is a group of real estate experts who advise the Committee on Urban Development, Housing and Land Management on sustainable real estate markets, working to identify specific measures to strengthen a country’s real estate market in a manner that would contribute to economic growth and sustainable development. In 2010, the REM Advisory Group published the “Policy Framework for Sustainable Real Estate Markets”, a tool that would help guide the member States to create sustainable real estate markets. However, the emergence of key international agreements, such as the 2030 Agenda for Sustainable Development, the Geneva UN Charter on Sustainable Housing, the New Urban Agenda, the Paris Agreement, and the Basel III Agreement, have led to the establishment of new global and regional policy frameworks for future activities on sustainable urban development at all levels. In response to the request of the Committee to update the Policy Framework to reflect the emergence of such key agreements, the REM Advisory Group produced the current publication, which now also includes updates on the issues such as urbanization, migration and mobility flows, technology and innovation, the growth of emerging markets and asset competition, the change in housing demand oriented towards green buildings and new designs, energy consumption and climate change, and other relevant phenomena. Moreover, this version of the Policy Framework for Sustainable Real Estate Markets maintains that, contrary to the widespread belief that finance and real estate sectors have negative impact on sustainability, they can actually contribute to the achievement of Sustainable Development Goals with the implementation of effective and compatible principles. In particular, this publication shows that these principles can be incorporated by national, local and municipal governments and applied to various forms of real estate.

SDGs, Main Contributions and Challenges
This publication provides a broad vision of the 2030 Agenda. The scientific community needs studies to examine the features that define the Sustainable Development Goals (SDGs) and the measures required for their full implementation by Member States and other actors. It is broad in terms of the topics analyzed and adopts a multidisciplinary approach. The study focuses on the commitments that the international community has assumed in the 2030 Agenda and formulates proposals that will make the Sustainable Development Goals effective. It outlines the goals as well as the mechanisms that have been established to achieve them.
Environmental Performance Review: Bosnia and Herzegovina
Third Review
This programme assesses progress made by individual countries, in this case Bosnia and Herzagovina, in reconciling their economic and social development with environmental protection, as well as in meeting international commitments on environment and sustainable development. It assists countries to improve their environmental policies by making concrete recommendations for better policy design and implementation. The reviews help to integrate environmental policies into sector-specific policies such as those in agriculture, energy, transport and health. Benefits will include opening of markets to facilitate sales and consumption, upgrading of traditional manufacturing and services, and development of new industries for business opportunities. While some countries have made significant inroads into e-commerce, the majority of developing countries are still trailing behind due to two categories of challenges. First, developing countries need to tackle obstacles to e-commerce, such as lack of access to information and communications technology (ICT) infrastructure, shortage of skills, and weak legal frameworks. Second, the current market concentration and competition frameworks are skewed against latecomers and smaller players, in particular those from less developed countries. TrainForTrade programme focuses on developing skills, knowledge and capacities through innovative development approaches based on a recognised pedagogical method and state-of-the-art technological solutions.
