(Arabic language)The Minnesota Protocol on the Investigation of Potentially Unlawful Death (2016) is an updated version of the original UN Manual on the Effective Prevention and Investigation of Extra-legal, Arbitrary and Summary Executions of 1991 (commonly known as the Minnesota Protocol). The revised Protocol establishes detailed procedures for crime-scene investigations, interviews of suspects and witnesses, the excavation of graves, post-mortem examinations, and the analysis of skeletal remains. Such investigations, along with subsequent accountability processes, play a vital role in upholding the right to life. The new Protocol is an indispensable tool to guide investigations into suspicious deaths, ensure accountability for violations of the right to life, and bring truth and justice to the families of victims. It is aimed at police officers, medical practitioners, lawyers, judicial officers, NGOs and others involved in death investigations, setting a common standard of performance in the investigation of potentially unlawful death.

This publication provides practical guidance on the integration of a gender perspective throughout the work of investigative bodies or entities, from the planning phase to the investigations and to writing the report and presenting its findings. It should be read in conjunction with existing OHCHR guidance in the Manual on Human Rights Monitoring and Commissions of Inquiry and Fact-finding Missions on International Human Rights and Humanitarian Law: Guidance and Practice. The publication specifically aims to strengthen the content of human rights reports in order to accurately depict the different experiences of women, men, girls and boys. It is primarily aimed at United Nations Human Rights Officers, especially those performing investigative functions, including with CoIs/FFMs. It may also be used as a reference material for the human rights monitoring, analysis and reporting performed by OHCHR field presences or as part of peace operations mandated by the Security Council and overseen, managed and supported by OHCHR. States Parties, regional mechanisms, national human rights institutions, national commissions of inquiry, civil society organizations and others could also benefit from guidance on how to integrate a gender perspective into monitoring and investigating human rights violations and abuses.

Understanding Challenges for European Businesswomen
Getting more women to trade beyond the European Union will require policies that go beyond trade. Policies are needed to get women to set up and grow their businesses in high-growth potential industries, enter export markets, and enjoy equal rights and opportunities in the labour market. Trade policymakers can be part of the solution, by leveraging the platform provided by free trade agreements. This report captures the links between women, companies they lead or work for, and trade outside the EU. Among the 1,118 firms surveyed in 12 EU countries, women are under-represented at all levels, and face various challenges. At multilateral, regional and domestic levels, policymakers are increasingly considering how women benefit from opportunities provided by free trade agreements, as well as to what extent trade policy instruments could promote gender equality. In recent years, other global-scale efforts, such as the International Trade Centre (ITC) SheTrades Initiative, have also taken a comprehensive approach to empowering women in trade through better collection and analysis of gender-disaggregated data, inclusive policies and targeted capacity building. Despite these initiatives, gender disparities remain at all levels of women’s participation in export trade – as owners, workers, and employees.

The United Nations Regional Commissions, in partnership with other key United Nations Organizations, have committed to supporting member States in implementing the WTO Trade Facilitation Agreement (TFA). This report is part of that commitment and the policy recommendations and technical standards developed by UNECE and UN/CEFACT are key implementation tools not only for the UNECE region, but also for other regions across the world. The second UNECE Report on Trade Facilitation and Paperless Trade sheds light on the TFA implementation in North American, European and Central Asian countries, identifies best practices, and encourages better cooperation. Government officials and private sector actors involved in trade facilitation reform efforts will benefit from it.

In response to the tsunami which hit eight Asian countries on 26 December 2004, a project was initiated to increase understanding of how this natural disaster had affected people who were particularly vulnerable due to social marginalization, disability status, age and gender. Studies were commissioned in Indonesia, Sri Lanka and Thailand and national workshops were organized in those countries. The reports, based on the studies and presented in this book, aim to offer an overview of the efforts that have been made to mitigate the suffering of those who were affected and particularly to assess progress towards assisting communities to restore livelihoods and move towards a sustainable long-term recovery.

Global population is still rising by about 78 million people a year. Half the world is under 25 and there are over a billion young people between 15 and 24, the parents of the next generation. The State of World Population 1999 highlights the critical decisions facing the international community as the world population passed the 6 billion mark in October 1999. How fast the next billion people are added, the effect on natural resources and the environment, and the quality of life will depend on policy and funding decisions taken in the next 5 to 10 years, according to this 1999 report.

Conflits, Crises et Renouveau - Changements au Fil des Générations
Le 31 octobre 2000, le Conseil de sécurité de l’ONU, reconnaissant la vulnérabilité des femmes et des filles à la violence durant et après un conflit armé et l’absence de toute représentation des femmes dans la prévention des conflits, a adopté la résolution 1325. La résolution a pour but de faire activement appel au potentiel inexploité des femmes, partout dans le monde, concernant les questions de paix et de sécurité. La publication du rapport sur l’Etat de la population mondiale 2010 coïncide avec le dixième anniversaire de cette résolution historique. Le rapport éclaire la manière dont les femmes, dix ans plus tard, contribuent dans les situations de conflit et d’après-conflit - aussi bien que dans les situations d’urgence ou les crises prolongées. Le rapport est construit autour d’interviews et de reportages en Bosnie-Herzégovine, Haïti, Jordanie, au Libéria, en Cisjordanie, au Timor-Leste et en Ouganda.

Le rapport sur l'économie numérique 2019 intitulé «Création et capture de valeur: Les implications pour les pays en développement» dresse le bilan des tendances récentes du paysage numérique mondial et examine les implications des plateformes de données et numériques en termes de développement et de politique. Une caractéristique essentielle de l’économie numérique en évolution est le rôle croissant des données numériques en tant que ressource économique, ainsi que les plateformes numériques, en tant que nouveaux acteurs influents, ayant une capacité de collecte, de traitement, d’analyse et de monétisation des données. Ending violence against women in elections is a responsibility shared by all actors at all levels across the political and electoral spectrum and will bring rewards for all.

Le Rapport sur le développement humain en Afrique 2016, consacré à l’égalité des sexes, fait suite au Rapport sur le développement humain en Afrique de 2012, qui s’était penché sur l’importance d’assurer la sécurité alimentaire à tous les Africains. Les deux rapports partagent un objectif commun, visant à aborder ce que l’on pourrait considérer, à bien des égards, comme deux questions inscrites au titre du parcours de développement de l’Afrique restées inachevées. Ces deux aspects sont depuis longtemps reconnus en tant que priorités essentielles par les États et les citoyens africains. Le rapport de cette année sur l’égalité des sexes examine les actions entreprises par les pays africains pour accélérer l’autonomisation des femmes à tous les niveaux de la société, au sein du foyer et de la communauté, dans les domaines de la santé et de l’éducation, au travail et en matière de participation politique et de leadership. Bien que des avancées considérables aient été réalisées sur de nombreux fronts dans la plupart des pays, l’égalité des sexes est encore loin d’être satisfaisante. Pour réduire les écarts entre hommes et femmes, le présent rapport adopte une approche de l’égalité des sexes et de l’autonomisation des femmes en Afrique axée sur l’économie politique.

This 2016 Africa Human Development Report on gender equality follows the 2012 Africa Human Development Report, which looked at the importance of assuring food security for all Africans. The two reports share a common objective of addressing what might be considered two unfinished agenda items on Africa’s development trajectory. Both have long been recognized as important priorities for the governments and citizens of African countries. This year’s report on gender equality reviews the ongoing efforts of African countries to accelerate the pace of assuring women’s empowerment through all spheres of society – in the home and community, in health and educational attainment, in the workplace, and in political participation and leadership. While significant progress has been made across numerous fronts in most countries, gender equality for African women and girls is still far from satisfactory. This report adopts a political economy approach to gender equality and women’s empowerment in Africa.

The Global Report series has been designed to monitor the implementation of the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions (2005). It also provides evidence of how this implementation process contributes to attaining the United Nations 2030 Sustainable Development Goals and targets. The 2018 Global Report analyses progress achieved in implementing the 2005 Convention since the first Global Report was published in 2015. Grounded in the analysis of the Quadrennial Periodic Reports submitted by Parties to the Convention and relevant new findings, this report examines how the 2005 Convention has inspired policy change at the global and country level in ten areas of monitoring. It puts forward a set of policy recommendations for the future, addressing the adaptation of cultural policies to rapid change in the digital environment, based on human rights and fundamental freedoms. When deployed together, the two editions of the Global Report are beginning to produce new and valuable evidence to inform cultural policy making and advance creativity for development.

The report further documents the economic and social benefits accrued to households, communities and countries when the right to family planning is exercised by women, men and young people.

The social situation in Latin America in the late 1990s was influenced by the slowdown and greater volatility of economic growth. Despite the economic recovery seen in 2000, the effects of the contraction were felt in many countries of the region. This publication devotes special attention to poverty trends and rates in the late 1990s, inequality in income distribution, the employment and unemployment situation, the countries' progress in raising social expenditure and the distributive effects of such increases. In it's final chapter, this publication reviews the Governments' agenda in relation to family issues. The analyses of each of the topics covered in the five chapters that make up the Social Panorama combine an examination of the latest trends in the main social indicators with an assessment of the trends seen throughout the 1990s.

Does the Occupational stratification engendered by current patterns of development promote social mobility and the growth of the middle class? In an effort to answer these questions, this publication examines the deterioration of conditions in the labour market. It also looks at the available means of accessing social services, with emphasis on the types of public policies needed to tackle the problems of social vulnerability and poverty. It presents analysis of occupational stratification, indicates what percentages of the labour force fall into high-, middle- and low-income groups and explores how these phenomena are related to educational and household income levels. It also discusses how the level and coverage of pension systems affect income distribution in Latin America.

The Social Panorama examines the different dynamics of economic growth and their impact on employment and income. It also analyzes the role of transfers, variations in the cost of the basket of staple foods used by the poor and the household employment ration. In addition, it reviews the determinants of increases in social spending and of sectoral trends and undertakes an in-depth analysis of expenditure on education and of how it is linked to teachers' pay levels and their socio-economic position. The Social Panorama also discusses the various aspects of the restructuring process in the labour market and its effects on employment levels among women and young people and on the quality of the jobs created. A special focus on child welfare discusses the progress made in meeting the year 2000 goals for children and examines such situations as: child labour and motherhood during adolescence, which tend to limit the opportunities of children and adolescents.

Economic Policies to Achieve Sustainable Development
Proponents of inclusive growth advocate for equity considerations to be at the front and center of growth policy. However, their principal concern is with class – not gender equality. This publication shows that economic growth is an inherently gendered process and gender-based inequalities can in fact be barriers to shared prosperity. Gender equality will thus need to be central to any project of inclusion. The book argues that for growth to be gender-equitable and truly inclusive, the pattern of growth must create decent work and productive employment for women and men. This would require policy-makers to rethink the role of macro-level economic policies, including trade, industrial, macro-economic, finance and investment policies, and to adopt human rights as a guiding normative framework. The book highlights the importance of addressing unpaid care and domestic work and calls for a transformative approach that recognizes and values care work.

In 2000, the United Nations Security Council passed Resolution 1325, recognizing the vulnerability of women and girls to violence during and after armed conflict, and the absence (or low level) of women’s representation in efforts to prevent war, build peace and restore devastated societies. This Report highlights how women in conflict and post-conflict situations — as well as in emergencies or protracted crises — are faring a decade later. It is constructed around interviews and reporting in Bosnia and Herzegovina, Haiti, Jordan, Liberia, the Palestinian territory of the West Bank, Timor-Leste and Uganda, which are rebuilding with limited resources. Some have experienced profound social changes as a result of war and displacement.

The report figures show that a gap remains between the representation of women in the workforce and in leadership positions. Overall representation of women averaged 39.7% across the ten firms, while senior leadership roles held by women ranged from 11.0% to 33.0%. While this outperforms global averages, UN Women has set parity as the goal of its Planet 50-50 drive for gender equality.
