Assessment of Development Results
This series assesses the attainment of intended and achieved results as well as United Nations Development Programme (UNDP) contributions to development results at the country level. Their scope include, but is not confined to, UNDP responsiveness and alignment to country challenges and priorities; strategic positioning; use of comparative advantage; and engagement with partners. The number and selection of countries, and the timing of these evaluations, are determined to ensure coverage and to allow findings and recommendations to feed into the preparation of the subsequent programme. Wherever possible, these evaluations will be conducted in conjunction with other United Nations organizations.

Independent Country Programme Evaluation of UNDP Contribution - Kuwait
The Independent Evaluation Office (IEO) of the United Nations Development Program (UNDP) conducts country evaluations called “Independent Country Programme Evaluations (ICPEs)” to capture and demonstrate evaluative evidence of UNDP’s contributions to development results at the country level as well as the effectiveness of UNDP’s strategy in facilitating and leveraging national effort for achieving development results. The ICPE for Kuwait was conducted in 2017 as the UNDP Kuwait country programme ends in 2018. Results are expected to feed into the development of the new country programme.

The current evaluation results are expected to feed into the development of the new country programme.

This is the second ICPE for Bhutan conducted in 2017 towards the end of the current UNDP programme cycle of 2014-2018. The first ICPE for Bhutan was conducted in 2007 before the new programme cycle of 2008-2014. The current evaluation results are expected to feed into the development of the new country programme.

The ICPE for Namibia was conducted in 2017 as the UNDP Namibia country programme ends in 2018. Results are expected to feed into the development of the new country programme.

This is the first ADR for Equatorial Guinea and will be conducted in 2016 towards the end of the current UNDP programme cycle of 2013-2017 with a view to contributing to the preparation of UNDP’s new programme starting from 2018 which is guided by the forthcoming United Nations Development Assistance Framework (UNDAF) for Equatorial Guinea starting in the same year.

Evaluation of UNDP Contribution
The Independent Evaluation Office (IEO) of the United Nations Development Program (UNDP) conducts country evaluations called “Assessments of Development Results (ADRs)” to capture and demonstrate evaluative evidence of UNDP’s contributions to development results at the country level. UNDP has been present in Cameroon since 10 September 1972. Since 2008 UNDP has implemented interventions in two programme cycles 2008-2012 and 2013-2017. UNDP Cameroon has been selected for an ADR since its country programme will end in 2017. The ADR will be conducted in 2016 to feed into the development of the new country programme.

Assessment of Development Results - Somalia (Second Assessment)
This is the second Assessment of Development Results (ADR) conducted by the Independent Evaluation Office of UNDP in 2014 with a view to contributing to the realignment of the ongoing country programme (2011-2015) and the corresponding gender strategy to ensure consistency with: the Somali New Deal Compact the UN Integrated Strategic Framework the UNDP Strategic Plan (2014-2017) and the Gender Equality Strategy (2014-2017). In so doing the ADR will also contribute to the preparation of the new UNDP country programme that will begin in 2017.

Assessment of Development Results - Afghanistan (Second Assessment)
This Assessment of Development Results (ADR) in the Islamic Republic of Afghanistan is an independent country-level evaluation conducted by the Evaluation Office of UNDP in 2012-2013. It assesses UNDP’s overall performance and contribution to stabilization and development in Afghanistan and covers the period of 2009-2013 corresponding approximately with the programming period from 2010-2014 This is the second ADR to be conducted in Afghanistan. The previous one was undertaken in 2008-2009 and covered the period 2002-2008.

Assessment of Development Results - Cambodia
This independent country-level evaluation examines the relevance and strategic positioning of UNDP support and its contributions to the country’s development from 2001 to 2009. It suggests UNDP Cambodia to refocus programme activities to the people of Cambodia: UNDP should promote the use of democratic system and local governance structure it has helped to establish and encourage the participation of people in democratic decision making; it should bring in a sharper poverty focus in its assistance to economic policy making; and it should address environmental concerns through making clear linkages with sustainable livelihood concerns of local population. The finding of the report is a reminder that as successful as its Cambodia programme has been UNDP needs to constantly readjust itself to line up with its mandate to help countries accelerate human development and aim for real improvements in people’s lives.

Assessment of Development Results - Tunisia
Under the framework of the UNDP Evaluation Office’s evaluation plan 2009–2010 an Assessment of Development Results (ADR) was carried out in Tunisia. This evaluation had three objectives: i) to assess the progress made against the results outlined in the document of the last two UNDP programme cycles (2002–2006 and 2007–2011); ii) to analyse and clarify UNDP’s strategic positioning in its contribution to the government’s efforts to meet certain development challenges; and iii) to present the conclusions and lessons learned in view of better positioning UNDP in Tunisia particularly in terms of required expertise adapted to the needs of this middle-income country which is undergoing drastic political socio-economic and cultural changes.
Assessment of Development Results - Niger
This report presents an independent evaluation managed by the Evaluation Office of the United Nations Development Programme (UNDP) in Niger in 2012. It assesses UNDP’s overall contribution to the development of the country over the two most recent programming cycles (2004-2008 and 2009-2013) as well as the strategy and performance of UNDP-Niger during the last two programme cycles and their action plans. This ADR is the first conducted in Niger in collaboration with the Government of Niger with a view to strengthening the ownership of the evaluation results by national partners and thereby its credibility and utility. Its objectives are to: (i) identify progress made toward achieving the desired results for the programming cycles concerned; (ii) analyze how UNDP in Niger has positioned itself in order to provide added value to the country’s own development efforts; and (iii) present conclusions and recommendations that will feed into new programming frameworks for UNDP in the country and in particular the next Country Programme.

It assesses UNDP’s overall contribution to the development of the country over the most recent programming cycles as well as the strategy and performance of UNDP-Cote d’Ivoire during the last programme cycles and their action plans.
Assessment of Development Results - Somalia
This report presents the findings of the ADR based on an analysis of relevance effectiveness efficiency and sustainability of UNDP interventions implemented between 2005 and 2010. The ADR also addresses the strategic positioning of UNDP. The evaluation relied on documents interviews with approximately 200 individuals including beneficiaries Somali authorities donors civil society representatives of international organizations and independent observers. The evaluation found that UNDP contribution to development results in Somalia has varied considerably depending on the region where activities were implemented. The report highlights several challenges and shortcomings in programme management. It concludes that despite these challenges UNDP Somalia continued to seize opportunities as they emerged through the peace process and enjoy a privileged relationship with the authorities and donors.

Assessment of Development Results - China
This Assessment of Development Results (ADR) in China is a country-level evaluation to assess the overall performance of UNDP and its contribution to development in China since 2006. It provides stakeholders an objective assessment of UNDP work and evaluates the effectiveness efficiency and sustainability of UNDP programmes. This report also examines UNDP strategic positioning in China as well as relevance and responsiveness to China’s development priorities and needs. The ADR is situated against the background of China’s human development achievements and national priorities.
