Thematic Evaluation Reports
This series assesses United Nations Development Programme (UNDP) performance in areas that are critical to ensuring sustained contribution to development results in the context of emerging development issues and changing priorities at the global and regional levels. To this end, thematic evaluations may cover, for example, UNDP policies, focus areas, partnerships, programmatic approaches, cooperation modalities, or business models. The Evaluation Office also engages in evaluations conducted jointly with other United Nations organizations to assess system-wide performance.

Evaluation of the UNDP Strategic Plan and Global and Regional Programmes
Language: EnglishPublication Date: September 2017More LessIEO and UNDP carried out an ‘Evaluation of the UNDP Strategic Plan, Global Programme, and Regional Programmes (2014-17)’ with the purpose of strengthening UNDP accountability to global and national development partners, supporting the development of the next Strategic Plan, and supporting organizational learning. The evaluation was designed to inform both internal and external stakeholders of how UNDP is addressing development challenges. The evaluation assessed the outcomes of the Strategic Plan, and the implementation of global, regional and country-level programming, to ascertain whether UNDP is making progress in achieving its stated goals, and whether the Strategic Plan, Global Programme, and Regional Programmes are serving as effective tools for organizing and guiding UNDP programming and activities.

Joint Assessment of the Institutional Effectiveness of UNDP
Language: EnglishPublication Date: July 2017More LessRecognizing that institutional effectiveness is important to both UNDP’s audit and evaluation functions, the Directors of IEO and Office of Audit and Investigations (OAI) undertook the Assessment of UNDP’s Institutional Effectiveness jointly, using both audit and evaluation methods. The UNDP Evaluation Policy and OAI Charter share the same purpose of supporting UNDP through oversight, review of governance, risk management practices and institutional learning. This Assessment report encompasses the joint findings and conclusions of the two offices for presentation to the Executive Board in 2017. The objective of this evaluation is to assess the extent to which policy and organizational measures, including the associated restructuring process, have enhanced or have the potential to enhance UNDP’s ability to deliver higher quality programmes and UNDP’s institutional effectiveness.

Evaluation of UNDP Contribution to Anti-Corruption and Addressing Drivers of Corruption
Language: EnglishPublication Date: February 2017More LessThe Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) carried out an evaluation of UNDP contribution to anti-corruption and governance integrity in a development context in 2015. The evaluation assesses UNDPs contribution to strengthening national capacities in anti-corruption and governance integrity. This includes an assessment of UNDPs contribution to global and regional level debates and advocacy. The evaluation covers the period from 2008 to 2014, encompassing the last Strategic Plan 2008-2011, extended to 2013, and the current Strategic Plan 2014-2017. Given the thrust to anti-corruption and governance in the Sustainable Development Goals, the evaluation will contribute to UNDPs anti-corruption and governance integrity programme strategy. In making the overall assessment of UNDP’s contribution, the evaluation, assesses relevance, effectiveness, efficiency and sustainability at the country level as against the expectations in the Strategic Plans in terms of a) changes in macro policies and awareness; b) changes in capacities of state and non-state actors; and c) improved governance quality.

Evaluation of the Contribution of UNDP Global and Regional Human Development Reports to the Public Policy Process
Language: EnglishPublication Date: December 2015More LessThe Evaluation of the Contribution of UNDP Global and Regional Human Development Reports (HDRs) to the Public Policy Process is an independent thematic evaluation conducted by the Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) in 2014. It assesses the contribution of global and regional HDRs to public policy and policy discourse from 2004 to 2013. This is the first independent evaluation of the global and regional HDRs, so the evaluation also considers the way that HDRs progressed from 1990 to 2003. UNDP’s Executive Board approved this evaluation, taking particular note of the HDRs’ important advocacy role in promoting the human development perspective in development policy and planning. In addition to accountability and learning objectives, the evaluation focuses attention on the public policy and pedagogical value of these flagship UNDP knowledge products

Evaluation of UNDP Contribution to Gender Equality and Women's Empowerment

Following the evaluation of gender mainstreaming in UNDP, this evaluation focuses on the overall contribution of UNDP to promoting gender equality and women's empowerment. Gender equality remains an unfulfilled promise that affects all humanity. The 1970s and 1980s saw discussions in civil society, governments and United Nations agencies that focused on increasing attention, protection mechanisms, and resources dedicated to advance women's equity and social justice. UNDP has been at the forefront of responding to these developments since the 1970s.
