Voluntary Non-Binding Norms for Responsible State Behaviour in the Use of Information and Communications Technology - A Commentary
This publication contains a commentary on the voluntary, non-binding norms of responsible State behaviour from the 2015 report of the United Nations Group of Governmental Experts (GGE) on Developments in the Field of Information and Telecommunications in the Context of International Security. In an open call for comments, scholars, experts and enthusiasts were invited to submit recommendations, comments and guidance for understanding and interpreting the recommendations of the United Nations GGE. An array of academics, scholars and experts responded to this call and were involved in drafting this synthesis of views and perspectives.

The Secretary-General announced on 24 May 2018 his Agenda for Disarmament, which outlines a set of practical measures across the entire range of disarmament issues, including weapons of mass destruction, conventional arms and future weapon technologies. It seeks to generate fresh perspectives and to explore areas where serious dialogue is required to bring disarmament back to the heart of our common efforts for peace and security.

Cooperative Approaches to Arms Control and Non-Proliferation
The initial years of the new millennium have seen little substantive progress in nuclear arms control and indeed many setbacks. Despite these discouraging developments, however, there is still considerable need, and potential, for progress to be made in nuclear arms control at a regional level, namely through of the consolidation and expansion of nuclear-weapon-free zones (NWFZs). The present study discusses the status and benefits of existing and proposed NWFZs.

The present study represents the most comprehensive review of the relevant developments in this field over the past decade or so. It also covers recent events, which were unfolding while the Group of Experts was finalizing the text of the study. Thus, the study deals in its analyses with the documents adopted at the summit meetings of the Warsaw Treaty Organization and NATO held in, June and July 1990 respectively, which contain statements of political and military significance for the entire range of issues related to nuclear weapons and strategic doctrines.

This publication describes the achievements and shortfalls of the first twenty years of the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction, which entered into force on 1 March 1999. Published with the aim of bringing together diverse perspectives on this key instrument of humanitarian disarmament, the paper was written by pioneers and luminaries of the movement that helped achieve the Convention and that committed themselves towards realizing the Convention’s full implementation. Each chapter contains discussions of an element of the Convention.
