United Nations Juridical Yearbook 2016
The Yearbook contains documentary materials of a legal character concerning the United Nations and related intergovernmental organizations (IGOs). Pursuant to resolution 1814 (XVII) of 18 December 1962, the General Assembly requested the Secretary-General to publish a juridical yearbook which would include certain documentary materials of a legal character concerning the United Nations and related intergovernmental organizations as presented in an outline annexed to the resolution. The United Nations Juridical Yearbook has since been published on an annual basis reviewing legal developments starting from 1963. In 1972, the General Assembly further refined the publication's outline, which since then has been made up of three substantive parts, divided into eight chapters covering different legal themes together with a fourth part containing an extensive bibliography.

This report summarizes the actions taken by Governments and by the International Narcotics Control Board (INCB) on precursors to prevent chemical diversion and to implement the provisions of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988. The Report contains an account of the activities carried out during the reporting period; provides an overview of the major trends and developments in licit trade and trafficking in and illicit use of individual chemicals; contains a summary of seizures, cases of suspicious and stopped shipments, and diversions or attempted diversions; and details activities associated with illicit drug manufacture.
World Drug Report 2023
For the first time since its conception, this year the World Drug Report presents the latest global, regional and subregional estimates of and trends in drug demand and supply in a user-friendly, interactive online format. The new online segment is designed to both enhance and simplify access to the wealth of information provided in the report by presenting the data in the form of succinct key messages supported by interactive graphs, infographics, and maps. Booklet 1 takes the form of an executive summary that sets out points of special interest and policy implications based on analysis of the key findings of the online segment and the thematic booklet 2 and the conclusions that can be drawn from them. The World Drug Report 2023 is aimed not only at fostering greater international cooperation to counter the impact of the world drug problem on health, governance, and security, but also at assisting Member States in anticipating and addressing threats posed by drug markets and mitigating their consequences.

Global Illicit Drug Trends 1999
While the supply side dimensions of the international drug problem have been recognized for decades, the demand side has traditionally been considered a domestic issue, not conducive to international assessment. The present report, based on data obtained primarily from the annual reports questionnaires (ARQ) received by UNDCP up to February 1999, presents not only the supply side data but also the demand side data, in an effort to give a balanced approach in the assessment of the drug problem. In addressing the global trends in illicit drug supply and trafficking, the report discusses cultivation, manufacture, trafficking routes, methods of transportation and seizures. On the demand side, the report focuses on global trends, the extent of drug abuse, drug abuse among youth and prison populations, modes of intake and costs and the consequences of drug abuse. Comprehensive statistical tables, presented for multiple years, will greatly facilitate comparative studies.

Esta guía fue desarrollada en el contexto del Programa de Creación de Capacidad de los Órganos de Tratados del ACNUDH, establecido por la Resolución 68/268 de la Asamblea General para apoyar a los Estados partes en el desarrollo de su capacidad para implementar sus obligaciones en virtud del tratado, en este caso, sus obligaciones en virtud del Protocolo Facultativo. Intentional homicide is serious in nature and recorded by multiple data sources (police and public health). As such, it is widely accepted as one of the most accurate, reliable and comparable crime indicators for world crime trends and patterns. Using data from the United Nations Surveys on Crime Trends and the Operations of Criminal Justice Systems (UN-CTS) and the latest homicide statistics dataset of the United Nations Office on Drugs and Crime, this publication provides a global overview on levels and trends of intentional homicide and its relationship with, and impact on, human development. It also examines the links between homicide and some forms of organized crime, including drug trafficking, as well as the use of firearms. The study describes characteristics of homicide victims and perpetrators (including from the gender perspective) as well as provides detailed data on homicide location.

Addressing the Gender Dimensions of Corruption
Are women any less corrupt than men? This publication is a first, comprehensive foray into this complex, multilayered subject that affects every society and country in the world differently. It underlines the importance of understanding how national, cultural and social norms interact and shape corrupt practices. With the United Nations Convention against Corruption as cornerstone, the publication highlights how many of the gender dimensions of corruption are not sufficiently addressed in national contexts. It examines the evolution and relevance of the key international instruments and emphasises the importance of evidence-based policy making. It also explores how gender equality policies can have a positive effect in preventing and countering corruption and, vice versa.

Comment améliorer la résilience des communautés face à la radicalisation vers l’extrémisme violent?
L’extrémisme violent continue de faire peser une menace persistante sur la paix et la stabilité dans les régions du Sahel et du Maghreb. Il continue de faire des morts et des blessés ainsi que d’occasionner des destructions de biens, en bouleversant au passage la vie des citoyens ordinaires. Près de 6 000 personnes ont perdu la vie dans les conflits en cours entre 2015 et avril 2020 dans neuf pays de ces régions, à savoir l’Algérie, le Burkina Faso, le Tchad, la Libye, le Mali, la Mauritanie, le Maroc, le Niger et la Tunisie. La région du Sahel a été particulièrement durement touchée, le Burkina Faso et le Mali ayant enregistré une nette augmentation des attaques depuis 2018, tandis que, dans la région du Maghreb, de nombreux jeunes se sont radicalisés et ont quitté leur pays pour rejoindre les rangs de combattants terroristes étrangers. En 2015, l’Institut interrégional de recherche des Nations Unies sur la criminalité et la justice (UNICRI) a lancé, avec le soutien généreux de la Direction générale du voisinage et des négociations d’élargissement (DG NEAR) de la Commission européenne, le Projet pilote pour la lutte contre la radicalisation et l’extrémisme violent dans la région du Sahel-Maghreb – un projet ambitieux qui avait pour but de collaborer avec les organisations de la société civile dans neuf pays de la région afin de mettre en place et d’évaluer des interventions pilotes à petite échelle de nature, de portée et de durée variables. L’objectif final de ce projet pilote était de mieux comprendre quelles sont les interventions qui fonctionnent et celles qui ne fonctionnent pas pour renforcer la résilience des communautés locales face à la radicalisation et à l’extrémisme violent. Après cinq années de mise en oeuvre et plus de 80 interventions, 500 activités et 23 000 participants, l’UNICRI et la DG NEAR sont fiers de présenter les résultats de ces recherches.

What Enhances Community Resilience to Radicalisation into Violent Extremism?
Violent extremism is a persistent threat to peace and stability in the Sahel and Maghreb regions. Nearly 6,000 people died in ongoing conflicts between 2015 and April 2020 in Algeria, Burkina Faso, Chad, Libya, Mali, Mauritania, Morocco, Niger and Tunisia. The Sahel region was particularly badly hit, with a marked increase in attacks, while, in the Maghreb region, many youth were radicalized and joined the ranks of foreign terrorist fighters. A Pilot Project aimed to better understand what works and what does not in strengthening the resilience of local communities to radicalization and violent extremism. The results are contained in this report.

Targeted by Terrorists: Child Recruitment, Exploitation and Reintegration in Indonesia, Iraq and Nigeria
This research study was carried out by the United Nations Office on Drugs and Crime (UNODC) in a collaboration between the End Violence Against Children team of the Crime Prevention and Criminal Justice Section; the Research, Innovation and Partnership Section of the Research and Trend Analysis Branch; and the Terrorism Prevention Branch. This study was carried out in Indonesia, Iraq and Nigeria with the aim of increasing knowledge regarding children associated with groups designated “terrorist” (henceforth terrorist groups). Children’s association with such groups and their abduction, recruitment, use and exploitation by them has gained greater visibility in recent years, with reports indicating that thousands of children are affected worldwide. The groups groom and indoctrinate them, use them as servants, sexually abuse and exploit them, and directly involve them in fighting and various auxiliary activities including serving as spies and informants. The research aims to identify the drivers and manifestations of children’s association with terrorist groups in specific contexts, examine whether and how terrorist groups pose unique protection risks for children, and analyze existing interventions responding to this phenomenon. It explores the issues across three axes of investigation: child association, responses from and coordination among actors, and impact of the representation of children on policy.

Statistics for 2021 - Assessments of Annual Medical and Scientific Requirements for 2023
On an annual basis the Psychotropics Control Section of the International Narcotics Control Board (INCB) secretariat publishes a technical report that provides an overview of the worldwide licit manufacture, export, import, stocks and consumption of substances controlled under the Convention on Psychotropic Substances of 1971. In addition to providing specific figures for movements of many scheduled substances the report includes commentary on emerging and ongoing trends in the licit market for psychotropic substances under international control.

The Republic of Yemen has been embroiled in a violent conflict since September 2014 when Houthi forces took military control of the capital city Sana’a and displaced the government of interim President Abdrabuh Mansour Hadi. According to the United Nations Development Programme (UNDP), Yemen’s protracted conflict has claimed at least 377.000 lives, most of them civilians, and plunged Yemen, already the poorest country of the Arabian Peninsula, into a complex humanitarian catastrophe. The Houthis appear to have used a lull in the fighting to increase their military arsenals, displaying large numbers of sophisticated weapon systems in a series of military parades in Sana’a and Hodeida on the anniversaries of their “revolution” and amongst other holidays in September 2022 and 2023. Following the outbreak of the Gaza conflict in October 2023, these weapons were used to launch attacks on Israeli territory and on commercial ships, posing a threat to the vital shipping lines between Suez and the Bab al-Mandab. The continued threats and targeting of civilian vessels in the Red Sea and Gulf of Aden and the subsequent decision by the United States of America and allied Member States to deploy a naval mission in the Red Sea to protect international shipping ended the period of relative calm and brought the conflict in Yemen back into the international spotlight. The subsequent launch of strikes onto targets inside Houthi-controlled areas in Yemen by the United States and United Kingdom as part of a campaign to counter the attacks on civilian shipping has added further complexity to the situation.

Global Study on Firearms Trafficking 2020
Firearms trafficking affects all parts of the world and impacts on society in multiple ways. It is a major concern in the context of human security, and it is central in law enforcement efforts and activities. Firearms are instrumental in much violence, particularly homicide; they are often used by organized criminals and they support operations related to armed conflicts and terrorism. The most common form of weapons trafficking involves small arms and light weapons; however, the character of this trafficking can vary significantly in different geographical contexts and in relation to different weapons. The 2020 Global Study on Firearms is responding to the requests (2010, 2016) by the Conference of Parties to the UN Convention against Transnational Organized Crime on data collection and analysis related to trafficking in firearms.Building on the 2015 UNODC Study on Firearms, this report analyses the flows of firearms trafficking, the types of firearms that are trafficked, how this trafficking is conducted, how it is related to other types of crime and how firearms enter the illicit market.

The surge in violent extremism in sub-Saharan Africa undermines hard-won development gains and threatens to hold back progress for generations to come. The need to improve understanding of what drives violent extremism in Africa, and what can be done to prevent it, has never been more urgent. Against this backdrop of the surge in violent extremism in sub- Saharan Africa, and the continued prioritization of security-driven responses, UNDP initiated a follow-up study, Journey to Extremism in Africa: Pathways to Recruitment and Disengagement in 2020. The research was developed to strengthen and refine the evidence base established in 2017, as well as to update and expand the scope of the research, tracking variations in relation to the findings of the first report: Journey to Extremism in Africa: Drivers, Incentives and the Tipping Point for Recruitment.
Global Report on Trafficking in Persons 2022
The 2022 UNODC Global Report on Trafficking in Persons is the seventh of its kind mandated by the General Assembly through the 2010 United Nations Global Plan of Action to Combat Trafficking in Persons. This edition of the Global Report provides a snapshot of the trafficking patterns and flows detected during the COVID-19 pandemic. It covers 141 countries and provides an overview of the response to the trafficking in persons at global, regional and national levels, by analysing trafficking cases detected between 2018 and 2021. A major focus of this edition of the Report is on trends of detections and convictions that show important changes compared to historical trends since UNODC started to collect data in 2003.
Trafficking in Medical Products in the Sahel
This report explores trafficking in medical products in the Sahel by looking at the nature of the market, the provenance and transit of medical products, the main actors involved, and the impact of this form of trafficking on the region. In the Sahel countries and their neighbours, the high prevalence of infectious diseases, including malaria, coupled with challenges in terms of the availability and affordability of and access to healthcare, creates an environment in which the demand for medical products and services is not fully met through formal channels. The disparity between the demand for and supply of regulated pharmaceutical products leaves room for trafficking, provides an incentive for the involvement of organized criminal groups and fuels the ongoing threat to public safety and public health in the Sahel countries. Between January 2017 and December 2021, at least 605 tons of different medical products were seized in West Africa during international operations.

World Drug Report 2022
Consisting of five separate booklets, the World Drug Report 2022 provides an in-depth analysis of global drug markets and examines the nexus between drugs and the environment within the bigger picture of the Sustainable Development Goals, climate change and environmental sustainability. Booklet 1 summarizes the four subsequent booklets by reviewing their key findings and highlighting policy implications based on their conclusions. Booklet 2 provides an overview of the global demand for and supply of drugs, including an analysis of the relationship between illicit drug economies and situations of conflict and weak rule of law. Booklet 3 reviews the latest trends in the global markets for opioids and cannabis at the global and regional levels, and includes a discussion of the potential impact of changes in opium poppy cultivation and opium production in Afghanistan, and an analysis of early indications of the impact of cannabis legalization on public health, public safety, market dynamics and criminal justice responses in selected jurisdictions. Booklet 4 presents the latest trends in and estimates of the markets for various stimulants – cocaine, amphetamines and “ecstasy” – and new psychoactive substances, both at the global level and in the most affected subregions, including an analysis of different coca bush eradication strategies and a focus on the expansion of the methamphetamine market in South-West Asia. Global Study on Homicide 2019
The Global Study on Homicide 2019 is based on comprehensive data, and examines and analyses patterns and trends in homicide at the global, regional, national and sub-national levels. Such analysis is fundamental to understanding the various factors and dynamics that drive homicide, so that measures can be developed to reduce violent crime. The Study provides a typology of homicide, including homicide related to crime, coexistence-related homicide, and socio-political homicide. The study shows that the overall number of people who suffered a violent death as a result of homicide increased in the past quarter of a century, from 395,542 in 1992 to 464,000 in 2017. However, because the global population has risen faster than the increase in recorded homicide victims, the overall risk of being killed in homicides has declined steadily. The global homicide rate, measured as the victims of homicide per 100,000 people, declined from 7.2 in 1992, to 6.1 in 2017.

It also discusses the impact of COVID-19 (coronavirus) on drug markets, stating that the impact could be like the 2008 economic crisis.

Safeguarding Sport from Corruption

The present report is part of the ongoing work of the UNODC Programme on Safeguarding Sport from Corruption and Economic Crime to strengthen the fight against corruption in sport, which is undertaken in cooperation with a range of partners, including the International Olympic Committee, and is the result of a meeting organized on the margins of the tenth session of the Conference of the States Parties to the United Nations Convention against Corruption, held in Atlanta, United States of America. Building on an overview of the two events, with a focus on their scale and geographic footprint, and of the sports-corruption-risk landscape, highlighting risks relating to major sports events, specific corruption-related threats to the FIFA World Cup 2026 and the 2028 Summer Olympics in Los Angeles are examined in detail, while good practices in mitigating risks relating to major sports events are also shared.

“We Are the Ones They Come to When Nobody Can Help” Afghan Smugglers' Perceptions of Themselves and Their Communities
Authored by Abdullah Mohammadi, Ruta Nimkar and Emily Savage, this publication in the Migration Research Series analyses the perceptions that Afghan smugglers have of themselves and of their relationships with their communities in Afghanistan. The paper is based on interviews with 23 smugglers in three sites in Afghanistan and considers community dynamics and low-level smugglers rather than high-level organizers of smuggling networks. It highlights that smuggling networks have a long-standing and respected place in Afghan culture. The paper also provides an analysis of factors that affect perceptions of and trust in smugglers among Afghan society. It concludes with some implications to support policy responses and programming concerning migrant smuggling and migration in Afghanistan.
Impact of Transnational Organized Crime on Stability and Development in the Sahel
This study is part of a series of transnational organized crime threat assessment (TOCTA) reports on the Sahel. It explores the multifaceted impacts of transnational organized crime in the region on peace and security, human rights, governance and rule of law, and sustainable development. The purpose of this report is to provide data and analysis to Member States and international organizations to develop evidence-based and efficient stabilization and sustainable development strategies in the Sahel.

Si bien la corrupción en el deporte no es un fenómeno nuevo -se han documentado actividades fraudulentas en el manejo de instituciones y competiciones deportivas desde los antiguos Juegos Olímpicos- en las dos últimas décadas se ha producido un aumento sustancial de la delincuencia en este ámbito. La globalización, la enorme circulación de dinero, el rápido crecimiento de las apuestas legales e ilegales y los avances tecnológicos que transforman la manera de practicar y consumir el deporte son factores que lo vuelven particularmente vulnerable a la manipulación y lo hacen cada vez más atractivo para las redes delictivas que buscan explotarlo para obtener beneficios ilícitos.
