Les marchés illicites de la drogue traversent une période de profonds changements. Les drogues synthétiques, notamment les amphétamines, les cathinones, les opioïdes, les cannabinoïdes de synthèse et d’autres nouvelles substances psychoactives, se répandent à travers le monde et transforment les marchés illicites. Les avancées technologiques s’étendent aux drogues d’origine végétale, ce qui se traduit notamment par des rendements accrus dans la fabrication illicite de cocaïne, aussi bien sur les sites de production d’origine en Amérique du Sud que dans les laboratoires clandestins d’Europe occidentale.

Preface
The United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988 requires the International Narcotics Control Board to report annually to the Commission on Narcotic Drugs on the implementation of article 12 of the Convention and requires the Commission to periodically review the adequacy and propriety of Tables I and II of the Convention.

Note by the secretariat
Under Article 102 of the Charter of the United Nations, every treaty and every international agreement entered into by any Member of the United Nations after the coming into force of the Charter shall, as soon as possible, be registered with the Secretariat and published by it. Furthermore, no party to a treaty or international agreement subject to registration which has not been registered may invoke that treaty or agreement before any organ of the United Nations. The General Assembly, by resolution 97 (I), established regulations to give effect to Article 102 of the Charter (see text of the regulations, vol. 859, p.
