PART B Ebola-affected Komanda zone has three Point of Control screening points managed by IOM where thousandsof travellers stop each day to wash their hands and are screened for symptom of Ebola before continuing theirjourneys. Utilizing existing and vacant housing stock
The introduction of this study brought to light the relevance and magnitude of the housing crisis affecting the UNECE region as well as the issues faced by migrants and refugees in gaining access to housing.

The year 2023 witnessed a shift in the global return migration landscape, which in turn affectedthe returns facilitated by the International Organization for Migration (IOM). The return trendsreached the levels before the COVID-19 pandemic, and even surpassed them in some countries.

Résultats du sondage
Quatre-vingt-dix personnes ont répondu au sondage mené auprès des participants de l’IDM, soit une hausse de plus de 700 % par rapport aux réponses obtenues lors de la précédente session du Dialogue, organisée à New York en mars 2023. Les participants devaient répondre à des questions précises sur leur expérience globale du Dialogue, et notamment sur le contenu, le format et la qualité des débats, ainsi que sur la qualité des tables rondes.
Introduction
Four years since the first publication of the Asia–Pacific Migration Data Report, the migration landscape in the region has undergone significant changes, from the unprecedented impacts of the COVID-19 pandemic and escalating humanitarian crises, to the growing imminence of climate change as a “threat multiplier” (United Nations, n.d.). Along with the reopening of borders and proliferation of new opportunities, millions of people have moved within and beyond the region, reshaping numerous countries of origin, transit and destination.
Housing solutions for migrants and refugees case studies
This chapter presents case studies covering different approaches and best practices to providing housing for migrants and refugees. The case studies are organized thematically in five sections.

Cette session de l’IDM avait pour but de réunir un large éventail de parties prenantes, notamment des États, des organisations du système des Nations Unies, la société civile, le secteur privé, les jeunes, ainsi que les migrants et leurs communautés, pour favoriser la compréhension, la coopération et la confiance à différents niveaux entre les participants, créer des possibilités de collaboration sur les défis communs que pose le changement climatique et identifier des solutions efficaces en matière de mobilité climatique.

Several challenges faced by the construction industry such as high construction costs, slow construction pace, and scarcity or high cost of land, hinder the delivery of housing in the UNECE region - affordable housing in particular, could lead to a significant housing shortage in the UNECE region.
Challenges of housing provision for migrants and refugees
Lack of information about housing alternatives and schemes, bureaucratic procedures and regulations in the housing sphere and rights of tenants often combine to make it difficult to pursue adequate housing even when national and local legislation does not prevent them from doing so.

Major global phenomena, including international migration, have had a critical impact on the capacity of the housing sector to deliver adequate and affordable housing for all. With governments working to meet the housing need of the local population, migration is often seen as adding further pressure on public budgets.
Executive summary
Adequate housing was recognized as part of the right to an adequate standard of living in the 1948 Universal Declaration of Human Rights and in the 1966 International Covenant on Economic, Social and Cultural Rights.

X. The impact of international migration on population age structure
International migration can modify the age structure of a population, especially when the volume of migrant inflow or outflow is sizeable compared to the resident population in the country of origin or destination. In their host countries, working-age migrants can play a significant role in easing, at least temporarily, the fiscal pressures on pension and healthcare systems that are associated with population ageing. However, because migrants often chose to continue residing in countries of destination after reaching retirement age, in some host societies international migrants comprise a large and growing share of the population also at older ages.
XI. Poverty and inequality
Poverty and inequality can be important drivers of international migration, leading individuals and families to seek better opportunities abroad. However, the poorest of the poor usually lack the means, information and access to networks necessary to migrate. Migrants often contribute to reducing poverty in countries of origin, especially through the remittances they send back to their families and communities. However, remittances can also reinforce inequalities in countries of origin. In countries of destination, migrants can become trapped in intergenerational cycles of poverty, particularly when they become segregated in lowincome neighbourhoods. Policies to promote the economic integration and social inclusion of migrants in countries of destination can help mitigate some of these negative impacts by reducing inequalities between migrants and host populations.

The role of housing cooperatives in providing housing to migrants and refugees
Housing cooperatives (Coops) are a typology of private companies formed by individuals with the aim of facilitating access to housing for their members. Residents are the collective managers of the company and collectively establish rules and decisions relating to their living environment.
Background to the study
The 2030 Agenda for Sustainable Development, and its 17 SDGs, particularly SDG 11: “Sustainable Cities and Communities”, the Geneva UN Charter on Sustainable Housing and the New Urban Agenda are key frameworks that promote the right to an adequate standard of living, including adequate housing.
Conclusions and way forward
While evolving migration trends become more complex, migration governance today has several new opportunities available. It has also become clear that investing in development policies alone will not address migration dynamics; these often counter-intuitively increase migration flows. This underlines that dedicated migration policies are needed. At this vital juncture, regular pathways emerge as a key lever to better governing migration and helping it benefit all.
