United Nations Human Rights Guidance on Less-Lethal Weapons in Law Enforcement
After setting forth general principles on use of force, the guidance discusses international norms and standards on the use of less lethal weapons in a scenario-based, weapon-specific manner with a particular focus on the policing of assemblies. If a user in the field is attempting to determine whether law enforcement has used a less-lethal weapon improperly while policing an assembly, he or she can find a description of the weapon, and refer to various scenarios for lawful use, as well as scenarios of unlawful use. Crucially, he or she can also find the specific threshold of conduct, which makes use of that weapon permissible.

Assessment of the Conflict Prevention Capabilities of African Regional Economic Communities
The Assessment of the Conflict Prevention Capabilities of African Regional Economic Communities (RECs) is an outcome of a six-month-long study that was commissioned by the Office of the Special Adviser on Africa (OSAA) to map out existing institutional capabilities and gaps, as well as entry points and opportunities, within the RECs in preventing conflicts and addressing the structural or root causes. The study is consistent with the renewed global and continental focus on conflict prevention, which the United Nations and the African Union have respectively identified as a priority for their individual and shared efforts to prevent violent conflicts, promote inclusive sustainable development, and sustain peace on the continent. Seven of the eight African RECs participated in the study, which mapped out their respective geopolitical context necessitating conflict prevention, their organizational or institutional structure, mandate, existing policies and framework documents on conflict prevention, tools and resources for conflict prevention, partnerships and collaboration on conflict prevention, their support to Member States in developing national and local conflict prevention capacities, and lessons learned in institutionalizing conflict prevention. The study covers both the operational and structural dimensions of conflict prevention and concludes with recommendations on key areas for bolstering the conflict prevention capabilities of the RECs.

The Trade in Small Arms and Light Weapons on the Dark Web
This document summarizes the main findings and implications of the first empirical study investigating the scale and scope of arms trafficking on the dark web, which was conducted by RAND Europe and the University of Manchester from September 2016 to July 2017. There is an ongoing debate over the extent to which online black markets on the so-called “dark web”, the part of the Internet not searchable by traditional search engines and hidden behind anonymity software, facilitate arms trafficking. Details have emerged in the media following the Munich shooting in 2016 linking the weapons used by the attacker to vendors on dark web marketplaces (also known as cryptomarkets). Some media reports have also linked the Paris terrorist attacks in November 2015 to these platforms. While these reports appear to have raised concerns about the role of such dark web markets in arms trade, evidence on the subject is largely anecdotal, based on secondary data as reported after events such as terrorist attacks or successful law enforcement operations.

Under the framework of the UN Joint Global Programme on Essential Services, UN Women, together with UNODC and the IAWP, developed this handbook on gender-responsive police services to address the need for a strengthened justice sector response to violence against women and girls. The handbook is based on and complements existing global and country-specific handbooks and training materials for law enforcement. It covers areas such as prevention of violence against women and girls, gender-responsive police investigations, survivor-centred approaches, and institutional transformation within an often-complex justice system. It also provides guidance on responding to violence against women and girls during a crisis, including a pandemic.

Stop the Virus of Disinformation
The Malicious use of Social Media by Terrorist, Violent Extremist and Criminal Groups During the COVID-19 Pandemic
The Report describes how terrorist, violent extremist and organized criminal groups are trying to take advantage of the COVID-19 (coronavirus) pandemic to expand their activities and jeopardize the efficacy and credibility of response measures by governments. The COVID-19 crisis has amplified misinformation and disinformation on social media and has created new opportunities for violent non-state actors. In recent months UNICRI has detected an exponential increase of malicious use of social media to undermine trust in governments and, at the same time, to reinforce extremist narratives, recruitment strategies and control of the territory by criminal groups. Terrorist, violent extremist and organized criminal groups have successfully exploited vulnerabilities in the social media to manipulate people and disseminate conspiracy theories. In this Report we analyse how technology can provide valid instruments to combat online disinformation and misinformation, highlighting both the advantages and the limitations. It must be emphasized that technology can support but not replace human ability and skills to evaluate the veracity of online information. Moreover, the effective use of technology to detect and debunk disinformation should empower people using social media so that they can make their own informed decisions about what is verified and what is not. This, then, can empower people to build a closer relationship with truth and justice. We hope this Report enhances knowledge and understanding of this complex problem and encourages the identification of new approaches to prevent and combat the malicious use of social media by violent non-state actors.

Recommendation No. 44 – Cross-Border Facilitation Measures for Disaster Relief
When facing a natural disaster, the first fifteen days are critical for effective relief measures. A good deal of guidance exists from various sources; this recommendation consolidates this guidance to assist countries to either prepare relief plans for future disasters or to deal with a disaster once it has struck. It was prepared in close collaboration with the United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA) and with significant contributions from the International Committee of the Red Cross, the World Customs Organization (WCO), and the United Nations Conference on Trade and Development (UNCTAD).

Guidance on Casualty Recording
The OHCHR Guidance on Casualty Recording is the first UN publication on casualty recording methodology. It provides a ‘how to’ guide for actors that are doing or considering establishing a casualty recording system, or that want to better understand what casualty recording is and its purpose. The Guidance aims at generating more casualty data and reporting, including for the purposes of the Sustainable Development Goals, in particular SDG indicator 16.1.2. on conflict-related deaths. The Guidance is based on a review of casualty recording practices within and outside the UN and stresses the importance of a robust and transparent methodology to ensure that the data and analysis are reliable and usable by different actors for a range of purposes.
Yearbook of the International Court of Justice 2017-2018
The Yearbook presents the works of the International Court of Justice between 1 August 2017 and 31 July 2018, as well as its organization and functioning. The publication also includes annexes describing the Court’s history and practice since 1946, as well as the Practice Directions adopted by the Court.

En cas de catastrophe naturelle, les mesures prises au cours des quinze premiers jours déterminent dans une large mesure l’efficacité des secours. Il existe déjà, en la matière, de nombreuses orientations émanant de diverses sources. La présente recommandation vise à synthétiser ces orientations pour aider les pays soit à établir des plans de secours en prévision de futures catastrophes, soit à faire face aux conséquences d’une catastrophe une fois celle-ci survenue. Elle a été élaborée en étroite collaboration avec le Bureau des Nations Unies pour la coordination des affaires humanitaires (OCHA) et avec le concours précieux du Comité international de la Croix-Rouge (CICR), de l’Organisation mondiale des douanes (OMD) et de la CNUCED.

After setting forth general principles on use of force, the guidance discusses international norms and standards on the use of less lethal weapons in a scenario-based, weapon-specific manner with a particular focus on the policing of assemblies. If a user in the field is attempting to determine whether law enforcement has used a less-lethal weapon improperly while policing an assembly, he or she can find a description of the weapon, and refer to various scenarios for lawful use, as well as scenarios of unlawful use. Crucially, he or she can also find the specific threshold of conduct, which makes use of that weapon permissible.

Comment améliorer la résilience des communautés face à la radicalisation vers l’extrémisme violent?
L’extrémisme violent continue de faire peser une menace persistante sur la paix et la stabilité dans les régions du Sahel et du Maghreb. Il continue de faire des morts et des blessés ainsi que d’occasionner des destructions de biens, en bouleversant au passage la vie des citoyens ordinaires. Près de 6 000 personnes ont perdu la vie dans les conflits en cours entre 2015 et avril 2020 dans neuf pays de ces régions, à savoir l’Algérie, le Burkina Faso, le Tchad, la Libye, le Mali, la Mauritanie, le Maroc, le Niger et la Tunisie. La région du Sahel a été particulièrement durement touchée, le Burkina Faso et le Mali ayant enregistré une nette augmentation des attaques depuis 2018, tandis que, dans la région du Maghreb, de nombreux jeunes se sont radicalisés et ont quitté leur pays pour rejoindre les rangs de combattants terroristes étrangers. En 2015, l’Institut interrégional de recherche des Nations Unies sur la criminalité et la justice (UNICRI) a lancé, avec le soutien généreux de la Direction générale du voisinage et des négociations d’élargissement (DG NEAR) de la Commission européenne, le Projet pilote pour la lutte contre la radicalisation et l’extrémisme violent dans la région du Sahel-Maghreb – un projet ambitieux qui avait pour but de collaborer avec les organisations de la société civile dans neuf pays de la région afin de mettre en place et d’évaluer des interventions pilotes à petite échelle de nature, de portée et de durée variables. L’objectif final de ce projet pilote était de mieux comprendre quelles sont les interventions qui fonctionnent et celles qui ne fonctionnent pas pour renforcer la résilience des communautés locales face à la radicalisation et à l’extrémisme violent. Après cinq années de mise en oeuvre et plus de 80 interventions, 500 activités et 23 000 participants, l’UNICRI et la DG NEAR sont fiers de présenter les résultats de ces recherches.
Promotion of Durable Peace and Sustainable Development in Africa

Across the world, but notably in Africa, instability and conflict continue to generate and exacerbate poverty and institutional fragility, which in turn decrease resilience and the prospects for peace. Conflict has many different causes, drivers, and triggers. This publication examines the challenges of conflict prevention and sustaining peace in Africa from a perspective that is often overlooked, namely, the role of weak or failed public service planning and delivery as a source of instability and potential driver or trigger of conflict. In the report, this challenge is explored through four main fault lines in public service delivery observed in Africa, but which are not unique to the continent, namely, inequality in access to services; planning processes, and service delivery that do not promote the inclusion of all segments of the population; corruption in service delivery; and the delivery of services in areas where there are challenges to governance. This Publication is prepared pursuant to General Assembly resolution 74/302 of 3 September 2020, in which the Assembly requested the Secretary-General to continue to monitor and report to the Assembly on an annual basis on persistent and emerging challenges to the promotion of durable peace and sustainable development in Africa.

What Enhances Community Resilience to Radicalisation into Violent Extremism?
Violent extremism is a persistent threat to peace and stability in the Sahel and Maghreb regions. Nearly 6,000 people died in ongoing conflicts between 2015 and April 2020 in Algeria, Burkina Faso, Chad, Libya, Mali, Mauritania, Morocco, Niger and Tunisia. The Sahel region was particularly badly hit, with a marked increase in attacks, while, in the Maghreb region, many youth were radicalized and joined the ranks of foreign terrorist fighters. A Pilot Project aimed to better understand what works and what does not in strengthening the resilience of local communities to radicalization and violent extremism. The results are contained in this report.

Like the first Arab Human Development Report, this fifth volume in the series undertakes a broad diagnostic of the state of development in Arab countries, this time through the lens of human security. Adopting a more differentiated approach to the particular contours of sub-regions, it shows that the concept of human security offers a relevant framework for refocusing the social contract in the Arab countries on neglected priorities. The Report analyzes interdependent threats and downturns that undermine the safety and development prospects of individuals and states alike, and indicates policy orientations that Arab governments, civil society, citizens and international actors could adopt in response.

This report highlights the evolving nature of armed conflict and violence, examining seven major trends related to global peace and security today. It notes areas of progress and in which solutions are still wanting, as well as opportunities and persistent challenges faced by the international community. It subsequently serves as a contribution to the reflections that will take place during the 75th anniversary of the United Nations and throughout the Nelson Mandela Decade of Peace. In that regard, it also serves to honour the spirit and wisdom of one of the world’s great humanists. As Mr. Mandela himself declared, “peace is not just the absence of conflict; peace is the creation of an environment where all can flourish, regardless of race, colour, creed, religion, gender, class, caste or any other social markers of difference”.

Assessment of the Response to Illicit Weapons Trafficking in the Gulf of Aden and the Red Sea
The Republic of Yemen has been embroiled in a violent conflict since September 2014 when Houthi forces took military control of the capital city Sana’a and displaced the government of interim President Abdrabuh Mansour Hadi. According to the United Nations Development Programme (UNDP), Yemen’s protracted conflict has claimed at least 377.000 lives, most of them civilians, and plunged Yemen, already the poorest country of the Arabian Peninsula, into a complex humanitarian catastrophe. The Houthis appear to have used a lull in the fighting to increase their military arsenals, displaying large numbers of sophisticated weapon systems in a series of military parades in Sana’a and Hodeida on the anniversaries of their “revolution” and amongst other holidays in September 2022 and 2023. Following the outbreak of the Gaza conflict in October 2023, these weapons were used to launch attacks on Israeli territory and on commercial ships, posing a threat to the vital shipping lines between Suez and the Bab al-Mandab. The continued threats and targeting of civilian vessels in the Red Sea and Gulf of Aden and the subsequent decision by the United States of America and allied Member States to deploy a naval mission in the Red Sea to protect international shipping ended the period of relative calm and brought the conflict in Yemen back into the international spotlight. The subsequent launch of strikes onto targets inside Houthi-controlled areas in Yemen by the United States and United Kingdom as part of a campaign to counter the attacks on civilian shipping has added further complexity to the situation.
Ukraine Situation: Regional Refugee Response Plan - January-December 2024
The war in Ukraine has been the fastest growing and largest displacement crisis in Europe since World War II and has precipitated a regional refugee response of commensurate scale. In the nearly two years since the Russian Federation’s large-scale invasion of Ukraine in February 2022, the flow of refugees into neighbouring countries, and beyond, has been met by a remarkable mobilization of assistance – by national and municipal authorities, civil society actors, local volunteers, and refugees themselves, all contributing to ensure protection and meet the essential needs of those fleeing violence. As the refugee response enters its third year in 2024, it continues to address significant needs in host countries, demonstrating an evolving and prolonged situation. Notably, this iteration of the plan reflects the overall ownership of the response and greater investment by host governments in the socio-economic inclusion of refugees.
Post-disaster Needs Assessment: 2023 Kakhovka Dam Disaster, Ukraine
The Post Disaster Needs Assessment report of the Kakhovka Dam Disaster was jointly prepared by the Government of Ukraine and the United Nations. The destruction of the Kakhovka Dam on 6th June 2023 is another devastating consequence of the Russian invasion of Ukraine. The breach led to extensive flooding, impacting 80 settlements across four oblasts: Kherson, Mykolaiv, Dnipropetrovsk, and Zaporizhzhia. Approximately 100,000 residents were directly affected by the resulting deluge. The destruction of the dam also disrupted critical aspects of life in southern Ukraine, including energy production, access to drinking water, irrigation, and river transport. It left a trail of damage in housing, infrastructure, the environment, and cultural heritage. Based on a “Build Back Better” approach, the PDNA estimates the total recovery and reconstruction needs to be approximately $5.04 billion, with $1.82 billion required in the immediate/short-term. The report puts forth suggestions for addressing the short-term needs in 2023-24, and for tailoring the response to meet recovery and reconstruction needs over the medium and long term, spanning the next ten years until 2033.
