The United Nations Economic Commission for Europe (UNECE) with the support of the Economic and Social Commission for Western Asia (ESCWA) and the Economic Commission for Latin America and the Caribbean (ECLAC) developed a comprehensive set of Sustainable Inland Transport Connectivity Indicators (SITCIN) in the framework of a UNDA-funded project. SITCIN is an analytical tool to enable countries to measure their degree of transport connectivity both domestically and bilaterally/subregionally as well as in terms of soft and hard infrastructure. It has been designed to enable governments to evaluate and assess the following: Their progress towards achieving the transport-related SDGs; Their commitments under the Vienna Programme of Action for LLDCs for the decade 2014-2024; The effectiveness and efficiency of their transport systems and degree of inter-operability with those of adjacent countries; The level of compliance of national administrative and legal frameworks with United Nations legal instruments relating to transport and border-crossing facilitation. This publication covers all the project phases which include the development of 215 indicators the methodology used the testing and validation phase in five pilot countries and the development of the SITCIN user platform and the e-learning course.

These Recommendations (Volumes I & II) have been developed by the United Nations Economic and Social Council’s Committee of Experts on the Transport of Dangerous Goods in light of technical progress the advent of new substances and materials the exigencies of modern transport systems and above all the requirement to ensure the safety of people property and the environment. They are addressed to governments and international organizations concerned with the regulation of the transport of dangerous goods. They do not apply to the bulk transport of dangerous goods in sea-going or inland navigation bulk carriers or tank-vessels which is subject to special international or national regulations.

The GHS addresses classification of chemicals by types of hazard and proposes harmonized hazard communication elements including labels and safety data sheets. It aims at ensuring that information on physical hazards and toxicity from chemicals be available in order to enhance the protection of human health and the environment during the handling transport and use of these chemicals. It also provides a basis for harmonization of rules and regulations on chemicals at national regional and worldwide levels an important factor also for trade facilitation.

La Commission économique des Nations Unies pour l'Europe (CEE-ONU) avec le soutien de la Commission économique et sociale pour l'Asie occidentale (CESAO) et de la Commission économique pour l'Amérique latine et les Caraïbes (CEPALC) a élaboré des indicateurs de connectivité des transports intérieurs durables (SITCIN) dans le cadre d'un projet financé par l'UNDA. Le SITCIN est un outil permettant aux pays de mesurer leur degré de connectivité des transports tant au niveau national que bilatéral/sous-régional ainsi qu'en termes d'infrastructures immatérielles et matérielles. Il a été conçu pour permettre aux gouvernements d'évaluer les éléments suivants :leurs progrès vers la réalisation des ODD liés aux transports; leurs engagements au titre du Programme d'action de Vienne en faveur des pays en développement sans littoral pour la décennie 2014-2024; l'efficacité et l'efficience de leurs systèmes de transport; le niveau de conformité des cadres administratifs et juridiques nationaux avec les instruments juridiques des Nations Unies relatifs à la facilitation des transports et du passage des frontières. Cette publication couvre toutes les phases du projet qui incluent le développement de 215 indicateurs la méthodologie utilisée la phase de test dans cinq pays pilotes et le développement de la plate-forme utilisateur SITCIN et du cours e-learning.

Le Manuel d’épreuves et de critères contient des critères des méthodes d’épreuve et des procédures qu’il convient d’appliquer pour classer les marchandises dangereuses conformément aux dispositions des « Recommandations des Nations Unies relatives au transport des marchandises dangereuses Règlement type » ainsi que les produits chimiques qui présentent des dangers physiques selon le « Système général harmonisé de classification et d’étiquetage des produits chimiques SGH ». Il complète donc également les règlements nationaux et internationaux qui ont été établis sur la base du Règlement type ou du SGH.

Manual of Tests and Criteria - Eighth Revised Edition
The Manual of Tests and Criteria contains criteria test methods and procedures to be used for the classification of dangerous goods according to the provisions of the “United Nations Recommendations on the Transport of Dangerous Goods Model Regulations” as well as of chemicals presenting physical hazards according to the “Globally Harmonized System of Classification and Labelling of Chemicals (GHS)”. It therefore also supplements national or international regulations which are derived from the Model Regulations or the GHS. Originally developed by the Economic and Social Council’s Committee of Experts on the Transport of Dangerous Goods which adopted a first version in 1984 the Manual of Tests and Criteria has been regularly updated and amended. Currently the updating is done under the auspices of the Committee of Experts on the Transport of Dangerous Goods and on the Globally Harmonized System of Classification and Labelling of Chemicals which replaced the original committee in 2001.
Review of Maritime Transport 2023
Towards a Green and Just Transition
The Review of Maritime Transport is an UNCTAD flagship publication published annually since 1968. Around 80 per cent of the volume of international trade in goods is carried by sea and the percentage is even higher for most developing countries. The Review of Maritime Transport provides an analysis of structural and cyclical changes affecting seaborne trade ports and shipping as well as an extensive collection of statistical information. The report calls for a “just and equitable transition” to a decarbonized shipping industry. The sector whose greenhouse gas emissions have risen 20% over the last decade operates an ageing fleet that runs almost exclusively on fossil fuels. As global leaders prepare for the next UN climate conference (COP28) UNCTAD advocates for system-wide collaboration swift regulatory intervention and stronger investments in green technologies and fleets. Full decarbonization by 2050 will require massive investments and could lead to higher maritime logistics costs raising concerns for vulnerable shipping-reliant nations like small island developing states. The report emphasizes the need to balance environmental goals with economic needs but underscores that the cost of inaction far outweighs the required investments. The report recommends policy actions to overcome supply chain hurdles African countries face including poor logistics low levels of technology fragmented markets limited capital sources and weak institutions and regulations. Beyond cleaner fuels the industry needs to move faster towards digital solutions like AI and blockchain to improve efficiency as well as sustainability. In its analysis of global maritime trends the report highlights shipping’s resilience despite major challenges stemming from global crises such as the war in Ukraine. Maritime trade is expected to grow 2.4% in 2023 and more than 3% between 2024 and 2028.

The Asia-Pacific Disaster Report 2023 presents the latest science-based evidence-led research on hazard risks and their current and projected economic social and environmental impacts under a 1.5 and 2oC warming scenario. Based on the latest RiskScape the report will provide projected investment needs for key adaptation measures under multiple climate scenarios including for multi-hazard early warning systems to support early actions and mitigate the evolution of climate-related hazards into humanitarian disasters. Further the report will discuss and analyze the methodological aspects of loss and damage estimates related to the climate impacts and the new loss and damage fund established at COP 27.

The European Agreement concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN) done at Geneva on 26 May 2000 under the auspices of the United Nations Economic Commission for Europe (UNECE) and the Central Commission for Navigation on the Rhine (CCNR) has been in force since February 2008. The Regulations annexed to the ADN contain provisions concerning dangerous substances and articles their carriage in packages and in bulk on board inland navigation vessels or tank vessels as well as provisions concerning the construction and operation of such vessels. They also address requirements and procedures for inspections the issue of certificates of approval recognition of classification societies monitoring and training and examination of experts. They are harmonized to the greatest possible extent with the dangerous goods agreements for other modes of transport.

Le Manuel pour l’élaboration de plans directeurs nationaux sur le transport de marchandises et la logistique a été élaboré en vue de montrer l’importance du secteur du fret pour le développement économique national et surtout d’aider les autorités nationales responsables du transport de marchandises et de la logistique à accompagner le développement du secteur sur une voie durable favorable au développement économique des pays. La voie du développement durable du secteur du transport de marchandises et de la logistique telle que présentée dans ce Manuel peut être empruntée à tout moment. La transformation du secteur peut toutefois se révéler très opportune dans le sillage d’une crise telle que la pandémie de COVID-19 alors que les États s’emploient de diverses manières à relancer l’économie aux niveaux national et régional.

Part of the WP.29 “How it works-How to join it” series this publication introduces current challenges and situation on the transfer of used vehicles to Africa with huge impact on the road safety and environmental situation in this region. It further provides an overview of the global flow of used vehicles between regions and continents and regulatory framework on the transfer of used vehicles in other parts of the world. The international regulatory framework based on the three United Nations vehicle Agreements provides a sound basis for enhancing vehicle safety and reducing their emissions. Technical description of the recommended UN Regulations/UN GTRs is provided to assist countries in Africa for setting up their national requirements for import of used vehicles.
