The GHS addresses classification of chemicals by types of hazard and proposes harmonized hazard communication elements including labels and safety data sheets. It aims at ensuring that information on physical hazards and toxicity from chemicals be available in order to enhance the protection of human health and the environment during the handling transport and use of these chemicals. It also provides a basis for harmonization of rules and regulations on chemicals at national regional and worldwide levels an important factor also for trade facilitation.

These Recommendations (Volumes I & II) have been developed by the United Nations Economic and Social Council’s Committee of Experts on the Transport of Dangerous Goods in light of technical progress the advent of new substances and materials the exigencies of modern transport systems and above all the requirement to ensure the safety of people property and the environment. They are addressed to governments and international organizations concerned with the regulation of the transport of dangerous goods. They do not apply to the bulk transport of dangerous goods in sea-going or inland navigation bulk carriers or tank-vessels which is subject to special international or national regulations.

This study aims to conduct a preliminary investigation of the issues and bottlenecks affecting the implementation of the various initiatives on transport and transit systems launched at the continental and regional levels by the African Union (AU) and African regional economic communities (RECs) respectively. This initial analysis seeks to identify the cause of the persistently low implementation of multilateral and regional protocols or conventions designed to facilitate transit and transport across the African regions.

The Glossary for Inland Water Transport is aimed to facilitate understanding of ECE rules standards and resolutions and avoiding different interpretation ensure the consistency of the terminology with the legal instruments and standards of international organizations in the field of inland water transport and to facilitate cross-sectoral cooperation and the unification of terms related to inland water transport. The glossary builds on the terminology used by other ECE Working Parties in the field of transport trade facilitation and environment as well as other international organizations. It comprises about 600 terms and definitions used in ECE resolutions and publications relevant to the various aspects of inland water transport.
Handbook on eTIR Technical Specifications
The purpose of the eTIR technical specifications is to translate the eTIR functional specifications into technical requirements architectures guidelines procedures and detailed descriptions of all messages exchanged between the eTIR international system and the eTIR stakeholders. This publication is relevant for all eTIR stakeholders (customs authorities guarantee chains and holders) which need to interconnect their information systems with the eTIR international system. All aspects of these specifications must be considered as mandatory unless specified otherwise. The scope of this publication is twofold: to define the technical aspects of the TIR international system and to define unambiguously how information is exchanged between the eTIR international system and the eTIR stakeholders.
European Agreement Concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN) 2023
Applicable as from 1 January 2023
The European Agreement concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN) done at Geneva on 26 May 2000 under the auspices of the United Nations Economic Commission for Europe (UNECE) and the Central Commission for Navigation on the Rhine (CCNR) has been in force since February 2008. The Regulations annexed to the ADN contain provisions concerning dangerous substances and articles their carriage in packages and in bulk on board inland navigation vessels or tank vessels as well as provisions concerning the construction and operation of such vessels. They also address requirements and procedures for inspections the issue of certificates of approval recognition of classification societies monitoring and training and examination of experts. They are harmonized to the greatest possible extent with the dangerous goods agreements for other modes of transport.

L’Accord européen relatif au transport international des marchandises dangereuses par voies de navigation intérieures (ADN) fait à Genève le 26 mai 2000 sous l’égide de la Commission économique des Nations Unies pour l’Europe (CEE-ONU) et de la Commission centrale pour la navigation du Rhin (CCNR) est entré en vigueur le 29 février 2008. Le Règlement annexé à l’ADN contient des dispositions relatives aux matières et objets dangereux à leur transport en colis ou en vrac à bord de bateaux de navigation intérieure ou de bateaux-citernes ainsi que des dispositions relatives à la construction et à l’exploitation de tels bateaux. Il régit également les prescriptions et procédures relatives aux visites à l’établissement de certificats d’agrément à l’agrément des sociétés de classification aux dérogations aux contrôles à la formation et à l’examen des experts.

Contexte général pour appuyer les études ultérieures nécessaires
Le transport ferroviaire à grande vitesse se développe rapidement partout dans le monde depuis plusieurs années. Dans les pays qui mettent en place ce type de services on observe que la grande vitesse grâce à ses normes de qualité élevées contribue au renouveau du chemin de fer. La création d'un réseau à grande vitesse dans la région du TER renforcerait considérablement la compétitivité du transport ferroviaire et accroîterait la viabilité du secteur des transports dans les pays concernés. La phase 2 de l'étude du plan directeur du TER à grande vitesse dans le prolongement de la phase 1 porte sur : Les aspects techniques et organisationnels Les aspects socioéconomiques Les conditions de la création de réseaux ferroviaires nationaux et internationaux Les aspects financiers et la planification des lignes à grande vitesse. Dans certains pays du TER on compte encore peu de lignes équipées pour la grande vitesse. De cette situation découle néanmoins une opportunité unique de développer des réseaux à grande vitesse dans les différents pays du TER et de les relier ensemble au sein de la région du TER par des connexions internationales. La présente étude a pour objet de donner aux décdeurs des outils indispensables aux fins de la création d'un réseau ferré à grande vitesse.

Done at Geneva on 1 September 1970 and entered into force on 21 November 1976 the objectives of the Agreement on the International Carriage of Perishable Foodstuffs and on the Special Equipment to be used for such Carriage (ATP) are to facilitate international transport of perishable foodstuffs and to ensure a high level of preservation of the quality of perishable foodstuffs during their carriage. It applies to the carriage of perishable foodstuffs performed on the territory of at least two Contracting States not only by road but also by rail and by sea (sea crossings must be less than 150 km long). The ATP is an Agreement between States and there is no overall enforcing authority.

Sustainable Inland Transport Connectivity Indicators
Understanding the Performance of your Road, Rail, Inland Waterway, and Inter-modal Transport Systems
The United Nations Economic Commission for Europe (UNECE) with the support of the Economic and Social Commission for Western Asia (ESCWA) and the Economic Commission for Latin America and the Caribbean (ECLAC) developed a comprehensive set of Sustainable Inland Transport Connectivity Indicators (SITCIN) in the framework of a UNDA-funded project. SITCIN is an analytical tool to enable countries to measure their degree of transport connectivity both domestically and bilaterally/subregionally as well as in terms of soft and hard infrastructure. It has been designed to enable governments to evaluate and assess the following: Their progress towards achieving the transport-related SDGs; Their commitments under the Vienna Programme of Action for LLDCs for the decade 2014-2024; The effectiveness and efficiency of their transport systems and degree of inter-operability with those of adjacent countries; The level of compliance of national administrative and legal frameworks with United Nations legal instruments relating to transport and border-crossing facilitation.This publication covers all the project phases which include the development of 215 indicators the methodology used the testing and validation phase in five pilot countries and the development of the SITCIN user platform and the e-learning course.

The ADR is a regulatory instrument that applies to international transport in 53 countries. it applies to national transportation by road in many countries (in particular the countries of the European Union). COVID-19 and International Sale of Goods: Contractual Devices for Commercial Risk Allocation and Loss Prevention

The impacts of the ongoing COVID-19 pandemic and related response measures have resulted in significant operational disruptions and delays across global networks with important implications for the performance of international commercial contracts. Much of global commodities’ trade is conducted on international sale of goods on shipment terms notably CIF and FOB. Contractual devices for commercial risk allocation and loss prevention can play an important role in addressing the commercial law implications of the pandemic and reduce the need for costly litigation. The purpose of this report is to provide contracting parties with some general guidance and advice on how contracts for the sale and purchase of goods and commodities on CIF and FOB terms could cater for the risk of COVID-related events during the ongoing pandemic and in respect of possible future events of this nature. The report takes a practical approach and focuses on possible contractual solutions which by allocating and distributing at the outset the potential risks and cost arising from a pandemic outbreak allow the parties to a contract may it be on a spot or long-term basis to contain the adverse implications of an outbreak for the performance of legal contractual obligations and/or distribute related commercial risks fairly between the parties.
Tracking Sustainable Mobility in Asia-Pacific Cities 2022
For many decades cities in the Asia Pacific region have followed unsustainable patterns of transport development: worsening congestion and traffic safety deteriorating air quality high consumption of fossil fuels and rising greenhouse gas emissions. Fortunately many city governments are now developing sustainable transport strategies to target these issues and promote more sustainable modes such as public transport and non-motorized transport. To date however their efforts to design effective strategies have been thwarted by their limited capacity to collect and analyze data. The Sustainable Urban Transport Index (SUTI) was developed by ESCAP to address this gap. The SUTI is a tool that summarizes tracks and compares the performance of cities in sustainable urban transport and related Sustainable Development Goals (SDGs). The SUTI is a composite index made up of ten indicators each measuring different aspects of sustainable urban transport. In addition the data which make up the SUTI can be collected by city officials at low cost and on a regular basis thereby allowing them to continuously monitor their city’s performance over time. The main aim of this report is to demonstrate how SUTI can be used by policymakers to monitor progress towards sustainable urban mobility as well as to identify those policies which will move urban transport systems towards sustainability. It contains the results of SUTI assessments conducted in 24 cities of the Asia and Pacific region between 2017 and 2021.
