This publication is a continuation of the work undertaken in Phase 1 and extends its analysis to the following areas: Technical and legislative aspects Socioeconomic analysis Conditions for the establishment of national and international networks and Financial and planning elements of HSR. The development of an HSR network in the TER region would significantly improve the competitiveness of rail increasing the sustainability of the transport sectors in TER countries. Currently there are few railway lines in some TER member States that allow high-speed operation. This creates a unique opportunity for developing HSR systems in individual TER member States while ensuring that this development is integrated across the wider TER region through adequate international connectivity. This study aims to provide decision-makers with the necessary tools to define what if any HSR networks should be developed in their respective states.

The Inland Transport Committee (ITC) of the United Nations Economic Commission for Europe (UNECE) was formally established in July 1947. For 75 years ITC has provided a platform for intergovernmental cooperation to facilitate and develop international transport while simultaneously improving its safety and environmental performance. The main results of this critical work are reflected in the 59 United Nations international agreements and conventions which provide a legal framework and technical regulations for everything from the development of international road rail inland navigation and intermodal transport to dangerous goods transport and vehicle construction. Some of the most emblematic moments of the 75-year history of the Committee are captured in this publication. The adoption of the ITC Strategy until 2030 in 2019 prompted the continued expansion of the Conventions under the Committee’s purview towards eventually covering all 193 UN Member States. Through this strategic direction on the road to 2030 ITC as the UN platform for inland transport stays true to its 75-year history that changed the world of transport and impacts the daily lives of billions around the world. It will ensure its continued contribution to the needs and priorities of its members and contracting parties by leading change in inland transport and by providing a level-playing field and inclusive platform of reliable solutions at a time when these are needed the most by the international community.

The Review of Maritime Transport (RMT) has been published annually since 1968. The flagship report provides an analysis of structural and cyclical changes affecting seaborne trade ports and shipping as well as an extensive collection of statistics. Around 80% of the volume of international trade in goods is carried by sea and the percentage is even higher for most developing countries. The 2022 RMT covers recent developments in maritime logistics related to the Covid-19 pandemic the war in Ukraine and a special chapter on consolidation and competition issues in container shipping.
Analysis of Maritime Connectivity in Association of Southeast Asian Nations and Pacific Small Island Developing States in the Pacific

The report is an output produced under a project led by ESCAP in collaboration with UNCTAD and financed by the Government of China. The project aims at improving the quality of maritime and port connectivity policies and related regional cooperation in the maritime sector in ASEAN and Pacific SIDS contributing to greater resilience of the Asia-Pacific position in global supply chains in the context of COVID-19. This report assesses maritime connectivity in two regions namely ASEAN countries and in Pacific SIDS.

Our services sectors are key to an economic transformation. This report calls them ‘connected services. Transport and logistics financial services information and communication technologies and business and professional services contribute directly to economic growth – with an increasing share of output trade and jobs. These sectors also contribute indirectly making other firms more competitive by connecting them to global value chains and digital innovations. For example: in regions with high quality connected services 44% of all companies' export compared with 19% of firms where the quality of connected services is lower. Connected services spur inclusive growth that is favorable for small businesses including those led by women and young people. Yet most small firms in developing countries do not access them easily. This report explores the measures that companies business support organizations and policymakers must take to help connected services flourish – to benefit all firms foster more prosperous economies and build more inclusive societies.
Agreement Concerning the International Carriage of Dangerous Goods by Road (ADR): Applicable as from 1 January 2023
The ADR is a regulatory instrument that applies to international transport in 53 countries. it applies to national transportation by road in many countries (in particular the countries of the European Union). The ADR lays down requirements for transport operations driver training and the construction and approval of vehicles. The 2023 edition has been prepared on the basis of amendments which are set to enter into force on 1 January 2023 after acceptance by the Contracting Parties.

The African Continental Free Trade Area and Demand for Transport Infrastructure and Services
The African Continental Free Trade Area (AfCFTA) agreement entered into force in 2019 and its implementation commenced in 2021. A major milestone in the continent’s regional integration it aims to increase intra-African trade by eliminating import duties. Its planners hoped to double intra-African trade if non-tariff barriers were also reduced. Inadequate transport infrastructure and services could hamper the realization of AfCFTA’s benefits. The urgent need to improve transport connectivity in Africa in the context of AfCFTA has created new research demands. This report explores the effects of AfCFTA on trade flows in Africa and asks how the AfCFTA signatories could reap the agreement’s full benefits through the integrated planning of trade and transport. Using trade flow and freight mode choice models the report identifies critical transport links across the continent and provides estimates for the infrastructure required for different modes of transport—road rail maritime and air—because of AfCFTA. It also unpacks the transport equipment required for the different modes: trucks for roads rolling stock for railways aircraft for air transport and ships for maritime transport. The report shows that trade and transport are mutually reinforcing and that current infrastructure and services in all modes of transport in Africa require upgrading to cope with the increased freight under the AfCFTA. This underscores the importance of prioritising the implementation of the Programme for Infrastructure Development in Africa (PIDA) the Trans-African Highway (TAH) network and the Single African Air Transport Market (SAATM).

Agreement on the International Carriage of Perishable Foodstuffs and on the Special Equipment to be Used for Such Carriage: ATP as amended on 1 June 2022
Done at Geneva on 1 September 1970 and entered into force on 21 November 1976 the objectives of the Agreement on the International Carriage of Perishable Foodstuffs and on the Special Equipment to be used for such Carriage (ATP) are to facilitate international transport of perishable foodstuffs and to ensure a high level of preservation of the quality of perishable foodstuffs during their carriage. It applies to the carriage of perishable foodstuffs performed on the territory of at least two Contracting States not only by road but also by rail and by sea (sea crossings must be less than 150 km long). The ATP is an Agreement between States and there is no overall enforcing authority.

En d'autres termes il s'applique même si l'État où les marchandises sont chargées n'est pas une partie contractante. Certains pays utilisent également l'ATP comme base de leur législation nationale pour le transport à température contrôlée.
