Introduction

Throughout 1991 the end of the cold war continued to have a positive impact on international relations. Prospects for arms limitation and disarmament improved and a number of significant developments in this area took place during the year. Major reductions in the military budgets of many of the world’s leading military spenders are now in hand, a process that is welcome and that, at the same time, gives rise to social and economic challenges of its own.
