Non-Use of Nuclear Weapons and prevention of nuclear war

In the Final Document of its tenth special session, held in 1978, the General Assembly declared that removing the threat of a nuclear war was the “most urgent task of the present day” That view has been repeatedly reaffirmed since then by most States, including the two major nuclear Powers. The Soviet Union first officially announced at the twelfth special session of the General Assembly, in 1982, its solemn commitment never to be the first to use nuclear weapons (see below). President Reagan of the United States, addressing the General Assembly the following year, declared: “ A nuclear war cannot be won and must never be fought.”
