Russia’s national export control system involves considerable federal executive export control authorities; six control lists, licensing and export control regulations and control over end-use of dual-use goods. Further development of export control legislation and improvement of the work of the federal authorities is a goal of the Russian export control system. By enhancing control, the Government is seeking to eliminate any possibility of transferring controlled goods to non-State actors and to countries under UN arms embargo.
