The reporting procedure under the International Covenant on Civil and Political Rights provides the States parties with an invaluable opportunity to assess their laws, policies and programmes at the national level in light of the Covenant and to engage in a constructive dialogue with the Human Rights Committee on how to address challenges. To this end, the Committee strives to make the States parties’ participation in the reporting procedure as effective and efficient as possible and to assist nonreporting and late-reporting States to meet their obligations. In particular, the Committee has adopted the simplified reporting procedure, which reduces the workload of States parties (while still allowing them to opt out), and introduced the predictable review cycle to streamline the process.
