The myriad problems in Haiti are too daunting for the fragile state to address on its own. Recognizing this, the international community has directed a large amount of support towards this Caribbean country. In the aftermath of the January 2010 earthquake, this support was dramatically increased; a March 2010 United Nations donor conference saw more than a dozen donors pledge nearly US$10 billion, twice the amount that the country had requested (quoted in Carroll, 2010). This group of international donors includes countries that have been traditionally active players in Haiti’s stabilization, such as “The Big Three” of the United States, Canada and France, as well as a group of rising Latin American and Caribbean (LAC) actors who are becoming increasingly involved in their regional neighbour’s security and future (Loredo, 2009) – most noticeably the ABC countries of Argentina, Brazil and Chile.
