As we saw in Chapter 5, governments have to contend with an increasingly connected world in which they have long lost their once near-monopoly on information in the international realm. Digital technologies, and related societal change, present a serious challenge to diplomacy. However, they also offer opportunities, which we shall be exploring in this chapter.
