We have already observed the importance of having clear, measurable objectives, but also some of the obvious difficulties in judging the success of public diplomacy activity. Efforts to develop meaningful evaluation of public diplomacy have increased considerably in the period since 9/11. In this chapter we shall be looking at evaluation in more detail.
