The proposed ESCWA poverty lines, based on a constant-elasticity relationship with mean income, satisfy the axiom of strong poverty-relativity and are consistent with Anthony Atkinson’s recommendations and with Ernst Engel’s law in that the cost of the basket of basic needs they represent increases at a declining rate with countries’ income level.
