Foreword

THE YEAR 1999 was a tumultuous time for the United Nations. New conflicts erupted in several parts of the world, and several longrunning ones continued to defy peacemaking efforts. In the wake of horrific violence and gross human rights violations in East Timor and Kosovo, the Organization was charged with the responsibility of helping to rebuild shattered societies almost from scratch.
